The Master shall be responsible for the overall command of the unit, its operation and
persons on board. The Master has the ultimate authority onboard for all matters affecting the safety and security of the unit, the crew, the cargo and the environment and shall take all necessary steps and precautions to prevent and mitigate the consequences of any accidents and incidents that may affect the unit.
