YOUR FUTURE TEAM
As part of TCEQ's Office of Water, you would contribute to ensuring clean and available water and protecting Texas' water resources.

KEY QUALIFICATIONS
  • Awarded Degree (bachelor's or higher) with a major in engineering, physical, biological, or environmental science.
  • Experience supervising a team or program, which includes set goals, establishing schedules, tracking progress, and ensuring timely project completion.
  • Experience managing personnel and performance management, which includes hiring, staff development, and performance appraisal, adhering to agency policies and procedures.
  • Experience communicating technical or regulatory information to diverse audiences, including participation in project coordination meetings, providing technical guidance at public meetings or conferences, testifying witness at contested case or legislative hearings, and collaborating with governmental or legislative officials and other external stakeholders.
  • Experience developing and implementing new major programs and initiatives.
HERE'S WHAT YOU'LL BE DOING ...
  • Develop and supervise the Industrial Wastewater Permits team through the review of wastewater permit applications and technical draft permit packages to ensure the work complies with applicable TCEQ rules, policies, and procedures, and the Memorandum of Agreement (MOA) with the United States Environmental Protection Agency (EPA).
  • Complete personnel management functions, which includes interviewing, hiring, developing, coordinating, appraising, and directing staff performance in accordance with agency policies and procedures. Evaluate staff's work products for consistency with regulations and agency's policies and procedures.
  • Communicate with TCEQ management, agency staff, regulated community, general public, and elected officials regarding the industrial wastewater permitting program; give presentations, provides technical input, and represents the Wastewater Permitting Section in various public and TCEQ forums.
  • Provide expertise during rulemaking projects and develops programs in support of the industrial permitting program, and supervises staff assigned to such projects.
Qualifications:
EDUCATION & EXPERIENCE
Experience in the administration of a program relevant to assignment.
OR
Graduation from an accredited four-year college or university with major course work in a field relevant to assignment.

CURRENT TCEQ EMPLOYEES
This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Program Management Specialist II state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Program Management Specialist II series.
