General Description
The Railroad Commission of Texas seeks an experienced Linux Systems Administrator and architect to provide complex (journey-level) to advanced (senior-level) support for agency UNIX (Solaris) and LINUX (Redhat) based systems and services.This role provides technical leadership within the Infrastructure and Operations Team responsible for administration of Linux based systems, and technical solutioning of business area requests.Work involves systems administration tasks, maintenance activities, supporting infrastructure and coordinates day-to-day system administration functions such as server configuration, break/fix, user support, and backups.
Routine system administration functions include reviewing OS configurations and updates; monitoring critical network, applications, and security system events; assist with the administration, integration and management of Linux based systems in a hybrid environment.
This role also includes coordination of work to meet agency goals and objectives as set forth by agency management.Work is coordinated with state-contracted data center vendors and under supervision of the Infrastructure and Operations Manager with considerable latitude for the use of initiative and independent judgment. Performs related work as assigned.Duties require the physical ability to operate computing equipment. This position has been approved for 95% telework with its headquarters in Austin, Texas.Any travel expenses to Austin will not be approved.It is estimated that travel will be required up to 5% per year.
Essential Job Duties
  • Provide technical leadership and support for RRC RedHat Linux, Sun Solaris and other Linux based server infrastructure.
  • Directs maintenance activities on Linux and Solaris server infrastructure.
  • Creates and maintains documentation on systems architecture.
  • Assist/Administer local and network user account management.
  • Maintains optimal system performance by establishing monitoring and notification systems and responds to events in a timely manner.
  • Develops and maintains system capacity planning and reports regularly to management.
  • Evaluates, recommends, plans, documents, and implements enhancements to agency computer systems and processes.
  • Assisting with technical solutioning for business area needs from an Infrastructure/software perspective and provide solutions to customers in a timely fashion.
  • Provide support of agency application development work with the following tasks:
  • Create and maintain procedures for use during application deployments/maintenance activities in development, test and production environments.
  • Create and expand application environments during development.
  • Provide support of software deployment and management tools.
  • Maintain Infrastructure Support Servers (Apache, Linux based dns, postfix, snmp, syslog, ntp, Samba, and file sharing servers).
  • Develop and maintain automation routines using Linux scripting.
  • Assist with maintaining server data integrity by using appropriate software and hardware solutions along with implementing a schedule of backups for data archiving.
  • Determine system specifications, input/output processes and working parameters for hardware/software compatibility.
  • Responsible for maintaining the list of SSL/TLS certificates on the Linux servers and renew them as necessary.
  • Coordinate Infrastructure support work with DCS vendor to maintain uninterrupted service.
  • Assists with primary agency contact for DCS vendor.
  • Maintains knowledge of DCS vendor standards and reports agency system non-compliance to management.
  • Coordinate and triage issues with DCS vendor and perform Root Cause Analysis (RCA).
  • Ensure compliance with Commission security standards and policies and make recommendations for updates as needed.
  • Performs additional related work as assigned.

Minimum Qualifications
Systems Administrator III
  • Bachelor's degree from an accredited four-year college or university, with major coursework in Computer Science, Information Systems or a related field.
  • At least three (3) years of experience in UNIX and LINUX system administration.
  • At least three (3) years of experience in configuration and maintaining Apache Web server.
  • At least three (3) years of experience in using UNIX scripting, WLST scripts and automation.
  • Working experience with performing Redhat OS version upgrades.
  • Total years of experience may run concurrently.
  • Experience and education may be substituted on a year for year basis.
Systems Administrator IV
  • Bachelor's degree from an accredited four-year college or university, with major coursework in Computer Science, Information Systems or a related field.
  • At least five (5) years of experience in UNIX and LINUX system administration.
  • At least five (5) years of experience in configuration and maintaining Apache Web server.
  • At least four (4) years of experience in using UNIX scripting, WLST scripts and automation.
  • Working experience with performing Redhat OS version upgrades.
  • Total years of experience may run concurrently.
  • Experience and education may be substituted on a year for year basis.
Systems Administrator V
  • Bachelor's degree from an accredited four-year college or university, with major coursework in Computer Science, Information Systems or a related field.
  • At least six (6) years of experience in UNIX and LINUX system administration.
  • At least six (6) years of experience in configuration and maintaining Apache Web server.
  • At least five (5) years of experience in using UNIX scripting, WLST scripts and automation.
  • Working experience with performing Redhat OS version upgrades.
  • Total years of experience may run concurrently.
  • Experience and education may be substituted on a year for year basis.
Preferred Qualifications
  • Linux certifications (RHCT, RHCE, RHCSA and LPIC) will be considered an advantage.
  • At least three (3) years of experience with Informatica, MuleSoft and Managed File Transfer administration in at least a medium sized business.
  • Experience with legacy modernization efforts.
  • At least three (3) years of experience with Oracle Weblogic 12c/14c, Oracle Forms and OBIEE administration and support.
  • At least three (3) years of experience with configuring and maintaining postfix mail server.
  • At least three (3) years of experience with configuring and maintaining Linux based DNS (Bind).
  • At least one (1) years of experience with configuring and maintaining Samba in a hybrid environment.
  • Experience in applying critical/security fix patches on WebLogic, Oracle Forms, OBIEE and assisting with OS patches.
Knowledge, Skills, and Abilities
  • Knowledge of systems administration, computer hardware and software configuration and troubleshooting, operating systems and applications, computer programming and architecture of scripting languages, and Internet security administration.
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; in coordinating solutions to problems; in developing or revising system configurations.
  • Ability to recognize, analyze, and resolve complex technical issues.
  • Knowledge of basic computer networking and the ability to use network management, administration and other system administration tools.
  • Knowledge of Software Development Life Cycle (SDLC) concepts and implementation.
  • Demonstrated skill in managing multiple environments in support of Application Development and testing.
  • Demonstrated skill in scheduling, testing, installing, and implementing programs; and in troubleshooting computer systems.
  • Ability to analyze systems and procedures, write and revise standards and procedures, handle multiple projects.
  • Ability to exercise sound judgment in making critical decisions; analyze complex information and develop plans; interpret complex data; to effectively demonstrate negotiation and facilitation skills.

Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency's approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
