Classification Summary:
Plans, implements, and manages integrated community education services and associated programs and activities of a large autonomous academic branch or unit of the University. Establishes goals and objectives, designs curricula, and develops administrative policies and procedures for program activities; acts as the unit's principal point of representation and liaison with community businesses, organizations, and agencies on community education matters.
Classification Standard Duties:
Plans, develops, and integrates the unit's various non-credit education programs and services; analyzes and interprets community education needs, and works with faculty and community representatives in the establishment and integration of community education concepts and objectives. Oversees, administers, and facilitates multiple grant-funded community services and educational outreach programs for the unit. Serves as principal point of liaison for educational programs and services offered off-campus by the unit; works with community agencies in the negotiation and administration of contracts, and in the planning, development, implementation, and evaluation of programs and services.Prepares grant proposals and manages contracts and grants for various projects. Oversees all facets of the daily operations of the organizational unit, ensuring compliance with the University, state, and federal laws, policies, and regulations. Oversees all facets of daily interactions with the specified student population, ensuring compliance with relevant domestic and/or foreign laws, regulations, policies, and procedures. Assists in the annual budget planning process and regularly monitors expenditures.Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals. Represents the organization at various community and/or business meetings, committees, and task forces; promotes existing and new programs and/or policies. Leads, trains, and oversees the work of a team of student employees engaged in related activities; may supervise or provide functional oversight to other staff employees. Performs miscellaneous job-related duties as assigned.
Required Education, Experience, Certification/License, Equivalency
Required Education: Master's degree in a related field.; Required Experience: Five (5) years of professional experience related to the standard duties as outlined.; Equivalency: None; Required Certification/License:
Knowledge, Skills and Abilities
KNOWLEDGE: Knowledge and understanding of community education concepts, principles, methods, and processes. Knowledge of contracts and grants preparation and management. Current knowledge and understanding of relevant laws and regulations pertaining to individuals holding non-immigrant visas. Knowledge of budgeting, cost estimating, and fiscal management principles and procedures.; SKILLS: Skill in organizing resources and establishing priorities. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Skill in the use of personal computers and related software applications. Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Skill in budget preparation and fiscal management.; ABILITIES: Ability to develop, plan, and implement short- and long-range goals. Ability to communicate effectively, both orally and in writing. Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments. Ability to interpret and assess training and development needs and to develop appropriate and creative responses. Ability to foster a cooperative work environment. Ability to negotiate and manage contractual arrangements. Ability to work independently, as a team member, and/or as a team leader. Ability to gather data, analyze information, and prepare reports. Ability to develop and maintain recordkeeping systems and procedures.
Job Duties and Responsibilities
  • Develop, implement, manage and evaluate workforce training programs in accordance with local and regional workforce development needs.
  • Research and analyze labor market information and workforce development needs.
  • Develop workforce training program curricula.
  • Teach workforce training programs and customized training programs.
  • Develop and implement operational plans to fulfill department and division strategic plans.
  • Develop and implement marketing and outreach efforts.
  • Hire, train, schedule, and evaluate staff and instructors.
  • Track learner progress, success, and outcomes.
  • Liaise with state and local agencies and partners.
