Where You Will Work The NRO develops and operates unique and innovative overhead reconnaissance systems and conducts intelligence related activities essential for the U.S. National Security. The work involves planning, evaluating, and executing programs which impact national security; and/or extending the existing parameters of engineering or architecture knowledge and its application and practice. Work products or services of the position affects the work of other experts and the development of major aspects of administrative or scientific programs or missions.Deputy Chief, Construction Management Center is responsible for: implementing “Targeted Renewal,” a strategic program aimed to increase operational resiliency by replacing antiquated buildings and equipment with new, purpose-built Mission Operations Center (MOC) and Mission Data Center (MDC) buildings; leading Construction/Project Managers that directly support design, acquisition, and construction of Targeted Renewal projects to maximize uniformity and reduce workload on field-based teams; providing oversight of construction management activities across the NRO enterprise which includes the NRO Headquarters office buildings, launch facilities, aerospace data facilities, joint missions (RAFMH and JDFPG) , and several remote sites; coordinating designs, new projects, recapitalization efforts, and renovations; reviewing design drawings for constructability, application of commercial and USG standards, and practical implementation in the field; ensuring projects follow commercial, USG, and site standards; coordinating across stakeholder groups to ensure responsiveness to mission needs; and recommending viable efficiencies and innovations.DC/CMC is expected to travel to all sites as needed for familiarization, oversight of construction projects, and periodic assessments.   • Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Travel Statement: Position requires temporary duty (TDY) business travel to contractor and military sites CONUS and OCONUS approximately 25% of the time. MAY be required to travel in military or commercial aircraft to perform temporary duty assignments. Incumbent must obtain and maintain a valid passport.

  • This is a Defense Acquisition Work Improvement Act (DAWIA) position: Employees Grades 14 designated in Critical Acquisition Positions, must meet appropriate certification requirements IAW the DAWIA within the designated grace period (Practitioner-5 years) after accepting the position. As a Critical Acquisition Position (CAP), unless specifically waived by the appropriate Component Official (i.e., the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary) or if the employee is "grandfathered" under 10 U.S.C. 1736 (c) (1), the following are statutorily mandated requirements (Reference 10 U.S.C. 1733 and 1737).
      • 1. Employee must have 4 years acquisition experience
      • 2. Employee must execute, as a condition of employment, a written tenure agreement to maintain in Federal Service in this position for at least three years. Cadre employees and candidates are eligible to receive STEM pay if they are currently serving in a STEM designated position and meet degree requirements. Should a Cadre employee or candidate earning STEM pay change positions within the organization, they must be assigned to another STEM qualifying position in order to continue to remain eligible for STEM pay.
