Our Organization and Mission:

The Department of Management Services is a customer-oriented agency responsible for managing the various business and workforce-related functions of state government. Under the direction of Governor Ron DeSantis and DMS' Executive Leadership Team, the agency oversees the real estate, procurement, human resources (HR), group insurance, retirement, technology, telecommunications, private prisons, fleet, and federal property assistance programs utilized throughout Florida's state government. The Work You Will Do:

As an HR consultant, you will work with the Bureau of State Workforce Employment Programs within the Division of State Human Resource Management (HRM) providing consultative services and technical assistance for HR related issues; analyzing and reporting enterprise-wide data from the People First System (human resource information system); developing HR policy; and work on special projects to drive more efficient and effective HR processes.

Duties and Reponsibilities:

As an HR Consultant, you will be required to work independently in the development, implementation, and administration of HR related policy. Since your judgment might influence policies and decisions affecting employees in State Personnel System agencies statewide, this position is one of high responsibility. Examples of primary responsibilities include:

* Providing consultative and technical assistance to management, agencies, and the public through the interpretation of state and federal laws and applying HR best practices with an emphasis on recruitment and selection related issues.

* Conducting research and analyses regarding HR issues to provide customer service and assistance to management, agencies, and employees by identifying issues, designing research methodologies, conducting data collection and analyses, and developing appropriate documentation to present findings, and making recommendations.

* Developing recommendations for improving HR processes that include applicable best practices and trends of both public and private sector employers and strategies for conserving state resources and enhancing productivity.

* Assisting in drafting new or revised rules, statutory language, interpretive documents, and guidelines on HR issues.

* Monitoring federal and state legislative bills related to HR; preparing analyses of proposed legislation and/or reviewing executive summaries, white papers, and reports related to legislation to identify the impact of legislation to the State Personnel System and propose updates to relevant HR policies and procedures.

* Recommending enhancements to ensure the components of the personnel information system are comprehensive, user-friendly, reliable, accomplish objectives, and comply with HR rules, regulations, and statutes. Creating and auditing reports using the personnel information system to identify discrepancies and ensure that errors are corrected or communicated to agencies for correction.

* Serving as team lead or supporting team members in completing special projects as assigned which may include analysis, developing solutions to HR issues or concerns, policy implementation, developing reports, participating in presentations, and/or project coordination.

Minimum Qualifications:

* Four years of professional work experience in the area of human resources. A bacherlor's degree can substitute on a year-for-year basis for the required experience

* Experience working in a professional level human resource position in the public sector.

* Experience applying HR policies related to recruitment and selection, performance management, attendance and leave or other human resource related areas.

* Experience researching, writing, editing and/or coordinating the preparation of reports, executive briefings, bill analyses, and presentations.

* Experience researching and applying Florida Statutes and Florida Administrative Code in a human resource setting.

Preferred Qualifications:

* Experience working in a State Personnel System Agency Human Resource's office.

* Experience leading or participating in special projects or strategic initiatives that include analyzing data, identifying root causes of issues, and recommending short and long term solutions.

Knowledge, Skills, and Abilities:

To be successful in this position, the HR consultant should possess the following knowledge, skills and abilities:

* Knowledge of public sector HR administration involving one or more subject areas such as recruitment, performance management, and attendance and leave.

* Ability to interpret Florida Statutes, Florida Administrative Code, and federal laws, rules, and regulations, and apply them to State Personnel System programs.

* Ability to work independently when conducting research and developing policy proposals.

* Ability to organize information and prepare clear and concise documents.

* Computer skills for using standard office applications (MS Word, Excel, Outlook, and PowerPoint) and the Internet.

* Problem-solving skills in resolving issues with a diverse mix of internal and external customers.

* Ability to communicate effectively both verbally and in writing.

* Ability to hold sensitive and confidential information in confidence.
