The Texas Child Health Access Through Telemedicine (TCHATT) Senior Manager of Clinical Services will work as part of an interdisciplinary, team-based program that cares for patients enrolled in the TCHATT program at UT Health Austin, Dell Medical School. TCHATT provides telemedicine or telehealth programs to school districts to help identify and assess the behavioral health needs of children and adolescents and provide access to mental health services. The TCHATT Senior Manager of Clinical Services will oversee programming and operations for TCHATT and related telehealth programs, ensuring alignment with legislative, institutional, and program goals. This is a federally and state funded position sponsored by the Texas Child Mental Health Care Consortium (TCMHCC). TCMHCC was created by the 86th Texas Legislature to leverage the expertise and capacity of the health-related institutions of higher education to address urgent mental health challenges and improve the mental health care system in this state in relation to children, adolescents, and perinatal women.

A flexible working arrangement agreement can be accommodated based upon the needs of the program and with supervisor approval. This position may require occasional work on-site for some of the scheduled work week. Remote work will require reliable internet access and a suitable private workspace free from distractions.

Purpose
The Senior Manager of Clinical Services will provide planning, development, and execution of the Department of Psychiatry and Behavioral Sciences TCHATT program. The ideal candidate will have a strong background in program management, excellent communication skills, and a passion for delivering high-quality, customer-focused programs. This position will collaborate closely with the Program Medical Director and designated clinicians to ensure the successful implementation of all TCHATT program activities and initiatives.

Responsibilities

  • In compliance with University policy and legal requirements, manage and operate all aspects of TCHATT program in collaboration with the TCMHP leadership. Ensure compliance with policies and procedures. Determine program priorities. Monitor program progress and evaluate outcomes to identify areas for improvement and ensure the achievement of key performance indicators. Oversee program activities and administrators.

  • Assist in the development and implementation of program and clinical strategies in alignment with legislative and organizational goals and objectives. Lead strategic and operational projects from inception through successful completion and reporting under the supervision of the senior director. Scope, plan, and implement large-scale programs.

  • Drive recruiting, hiring, selection, and orientation of faculty and staff. Manage timesheets and review time away requests. Hire, train, supervise, and evaluate staff. Encourage collaboration and support of the communications, outreach, data, and other support services teams. Develop, monitor, and continuously assess human, technical, and operational capacity to meet priorities.

  • Oversee the development of policies, processes, training materials, and other assets to ensure program effectiveness. Ensure the quality of vendor deliverables.

  • Analyze and present information, reports, and data to identify trends, patterns, and insights that can inform strategic decisions. Provide regular reports on workforce productivity to the TCMHP leadership as requested. Prepare regular reports on performance, highlighting key metrics, achievements, and areas for improvement. Author reports to meet the requirements of funding agencies, stakeholders, and medical school leadership.

  • Represent the program and DMS to key external stakeholders, including leaders in the medical, non-profit, government, and education sectors. Identify partnerships with external agencies and vendors to promote and expand program impact. Present findings at professional conferences, trainings, and other events.

  • Perform all other related duties as assigned.

Required Qualifications
Be licensed as a LCSW, LPC or equivalent practiced clinician in the State of Texas with at least five years of high-level clinical leadership experience, including direct supervision of staff, with a demonstrated ability to manage within complicated and complex organizations. Have a minimum of five years of post-degree clinical experience providing crisis intervention, care coordination, and/or case management to children and families. Experience providing school-based mental health services. Demonstrated ability to solve problems independently with a high degree of sensitivity to stakeholder needs. Excellent communication, leadership, and supervisory skills. Must exercise a high degree of initiative, diplomacy, confidentiality, and judgment. Ability to anticipate needs and follow through with executives and leadership.

Relevant education and experience may be substituted as appropriate.

Preferred Qualifications
Master's degree. More than five years of professional leadership experience with regional or statewide initiatives. Familiarity with UT Austin policies, procedures, and systems. Experience administering mental health or education initiatives.

Salary Range
$105,000 depending on qualifications

Working Conditions
