Under the direction of the Construction Supervisor (or other appropriate foreman), performs the line construction, repair, rehabilitation and rearrangement of Outside Plant facilities of the Association.

ILLUSTRATIVE TASKS

1. Receives and has ability to interpret OSP routine and capital engineering work prints to place facilities as designed by Engineer and notifies Engineer and/or Supervisor of any changes needed due to unforeseen environmental, situational or safety reasons.
2. Constructs, maintains, repairs, rehabilitates and rearranges telecommunication facilities in the underground, buried and aerial environments as required IAW engineering prints, NESC, and RUS and/or Bell-core standards, and/or MTA standards.
3. Be proficient in the operation of various types of heavy equipment associated with in the placement of telecommunication facilities to include but not limited to Cable Plows, Excavators, Trenchers, Dozers, Backhoes, Boring Type of Equipment, Cable Pullers and/or Blowers, and Trucks and Trailers used for the transportation thereof.
4. Restores all disturbed surfaces such as Concrete, , solid rock, and the various types of Soil (Types A, B, C) in accordance with issued and applicable governmental permits, laws and regulations utilizing approved licensed contractors when applicable.
5. Performs various aerial duties including but not limited to climbing poles, installing or moving cable, installing "messenger strands", "lashing” telecommunications cable to messenger strands, installing down guys, transferring cable and equipment from old poles to new poles ensuring proper Sag and Tension is applied during installation and maintenance of aerial cable.
6. Sets telephone poles by using line truck, digging machinery and various types of bracing methods and equipment.
7. Installs building entrance cable and facilities to demarcation point located outside or within customer's building.
8. Prepares time sheets and accident reports as required.
9. Is familiar with proper use of tools and work equipment including hoisting, digging, plowing or trenching equipment. Sees that all tools and work equipment are in good working order and are properly used, maintained and stored. Promptly reports operational status of tools and equipment and any equipment shortcomings to Supervisor/foreman and shop supervisor/foreman when applicable.
10. Is familiar with the considerable hazards that exist in connection with all areas of work environment and complies to MTA’s Safety policy and all applicable federal, state, and local Environmental and safety laws and regulations. This includes but not limited to Fall Protection, Electrical Hazards, Excavations, Confined Space, Traffic Control Safety and other safety practices associated with Outside Plant Construction. Is familiar with and uses protective equipment and safety practices and is able to provide first aid and artificial respiration, including Pole Top Rescue.
11. Submits time, purchase card receipts, work order closeouts, daily foreman reports, material charge-outs and credit-in, and any other forms or required procedural work in a timely manner.
12. Keeps informed on all MTA system policies and procedures. Attends and participates in all safety and training meetings scheduled.
13. Other duties as assigned.

KNOWLEDGE, ABILITIES AND SKILLS

• Must be able to climb poles, read and interpret cable records, and have a working knowledge of vehicles and equipment. 
• Must be able to interpret specifications and staking sheets. 
• Must know basic electricity.
• Physical exertion is medium to heavy. Climb, stoop, reach, handle, and lift. 
• May work in all kinds of weather.
• Must not be colorblind. 
• Must be able to lift 75 lbs
• Wears all employee safety devices as required.
• Ability to accept responsibility for, and work under, occasional stressful situations. 
• Memory for and attention to numerous details. 
• Able to maintain workflow, prevents bottlenecks and prevents hazards. 
• Works under minimum supervision.
