Position Summary
This position will oversee the fiscal and budgetary activities for the Office of the Executive Vice President for Administration (EVPA), which includes the Office of Sustainability, overseeing operational and special accounts, establishing sub-coding to aid in tracking expenses, ensuring transactions are recorded and reported accurately, reconciling accounts regularly, and providing clear and detailed reports for executive consumption. This position is also responsible for directing, supervising, and managing the budget process and monitoring commitments and expenses throughout the year, using historical data and projections for the future to develop long-range forecasts for maximizing the use of resources.
In addition to managing the fiscal duties and budget process, this position will serve as a key liaison on fiscal-related matters for administrative units under the purview of the EVPA office. This position will participate in units' annual planning process each year and provide research and analysis to aid the EVPA in evaluating budget requests from reporting units and tracking and transferring allocations in Spartan Financial Navigator.
This position will assist administrative units under the purview of the EVPA office with executive management personnel activities, including nationwide search activity, administrative support for the annual raise process, tracking and reviewing out-of-cycle pay increases, and reviewing and tracking performance excellence.
This position will participate in the development of goals, objectives, policies, and procedures and engage in special projects at the direction of the EVPA. This may include representing the EVPA on university committees, monitoring projects and tracking progress to completion, and supporting the implementation of key initiatives across campus.
Essential Job Duties & Responsibilities
85% Oversees financial analysis and budget management for the Executive Vice President for Administration (EVPA), covering all support units including Human Resources, Infrastructure Planning and Facilities (IPF), IT Services, and University Procurement and Logistics. Manages the Major Administrative Unit (MAU) budget and the raise process for both the EVPA and the Office for Sustainability. Acts as the fiscal officer for EVPA, handling the central administrative accounts, authorizing expenditures, and providing financial oversight on contracts and budgetary reports. Manages the budget planning process and development of revenue and expenditure controls for all funds in the EVPA and for allocating commitments made during the budget process for all support units.
10% Assists with the coordination and implementation of university-wide and/or high impact projects and special events develops goals and objectives, project plans and work plans; develops, analyzes, improves, and implements new operational processes to maximize business effectiveness.
5% Other duties as assigned to carry out the mission of Michigan State University.

  • College/Department Administrators - in order to provide administrative leadership, chair meetings and exchange information.
  • University/Professional Groups - in order to participate in activities and exchange information.

Errors in budget planning, allocation and projections can have serious impact on College, Department and University programs causing very large losses of time, resources and serious inconvenience to internal and external groups of people.

Unit Specific Education/Experience/Skills
Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in Business Administration, Accounting, Management or field related to employing unit; five to eight years of related and progressively more responsible or expansive work experience in financial or accounting practices, developing research projects, funding and grant practices and/or experience in a field related to the area of employment; or an equivalent combination of education and experience.
