General Information

Work Location: 1112 Manatee Avenue West, | Bradenton, Florida 34205
Work Hours : Monday - Friday, 7:30 a.m. - 4:30 p.m.

This classification is responsible for the performance of a wide variety of functions involving day-to-day coordination of the Private Provider Program, Construction Trades Board, Contractor Licensing, and Inspections Administration engaged in issuing Certificate of Occupancies, Certificate of Completions, and Temporary Certificate of Occupancies. These duties will include directing, training, and evaluating the work of Permitting Technicians.

Working Conditions
Indoor/outdoor situation; high noise environment while performing certain responsibilities. Lifting items up to 50 lbs. alone; up to 100 lbs. with assistance.
Job Description

Essential Functions

Applies and shares knowledge of pertinent Florida Statutes and codes (including the Land Development Code) and regulations related to contractor licensing, private providers and inspection processes, including pertinent policies, rules and procedures.
Coordinates interaction between departmental sections regarding the inspections and permitting process.
Assist with supervising the overall operations of the Licensing Section.
Ensures Building and Development Services Department employees have the necessary licenses for the work performed.
Tracks license requirements, ensures requirements are satisfied, and licenses are maintained in active status.
Ensures employees complete continuing education requirements needed to keep licenses current.
Assist with supervising the overall operations of the Inspections Administration section.
Ensures compliance with the Florida Building Code and Florida Statutes on issuing Certificate of Completions and Certificate of Occupancies.
Process Temporary Certificate of Occupancies for review and works with other Manatee County agencies for approval on issuing the TCO. Works with licensed inspectors by providing daily support on operational needs.
Assist with supervising the Private Provider Registration and Inspection Program for Manatee County.
Ensures Private Providers are maintaining their license files, scheduling, and resulting inspections in a timely manner and staff issuing Certificate of Completions and Certificate of Occupancies within the statutory requirements.
Performs outreach activities with homeowners' associations, mobile home parks, and other organizations to educate property owners on the importance of hiring licensed contractors for building, remodeling, and maintenance projects.
Supervises, trains, and directs Permitting Technicians to work independently and make sound decisions based on rules, regulations, policies, and procedures.
Schedules and conducts training for Permitting Technicians.
Schedules Permitting Technicians around workflow to ensure expeditious service.
Reviews and evaluates the work of Permitting Technicians to ensure accuracy, consistency and quality.
Reads, understands and clearly communicates information pertaining to plans, codes, regulations, applications/permits, etc. to the general public; responds to inquiries both orally and in writing. Establishes and maintains activity files and prepares reports, as required.
Perform other related work as required including weather or other extreme emergency duties.
Minimum Qualifications

High school diploma or equivalent certificate of competency.
Minimum of (6) months (within the last 5 years) of experience in general clerical or customer service.
Minimum of three (3) years (within the last 10 years) work experience in construction management, licensing/permitting, or business administration in structural construction or a related systems trade.
Minimum of one (1) year supervisory or lead experience.
Possess an International Code Council (ICC) Permit Technician Certification and must obtain needed CEU's within the required timeframe to keep certification valid for renewal.
Possession of International Code Council (ICC) Permit Technician Certification or obtain within (1) one year in position.
Equivalent combinations of education and experience may be considered.
Valid driver's license required with valid Florida driver license required within 30 days of hire.

Associate degree in planning, business administration, or related field desired.

Government regulatory experience desired.
Knowledge, Skills, and Abilities:

Skill in the use of a personal computer, pertinent software programs, and construction database systems.
