Description
Reporting to the Director of Operations, the Operations Manager (OM) will be responsible for directing labor to ensure safe and efficient operations for vessel and rail operations at multiple marine terminals. The OM is responsible for exercising independent judgment and discretion to provide strategic direction over day-to-day operations at the terminals. The OM will work closely with the Metro Ports management team to establish long-range goals, strategies, plans, and policies that support the overall business objectives and execute the agreed-to plans.
Requirements

  • Leading vessel and rail operations by exercising independent judgment and discretion to manage/supervise the daily work assignments for ILWU supervisory clerks and foremen for operations at the Long Beach Bulk Terminal and offsite locations.
  • Analyzing operational needs on an ongoing basis to determining daily labor requirements for each shift, scheduling steady labor, and placing hall orders, as needed
  • Developing vessel and rail operations plans, inclusive of the following:
    • Vessel berth schedule
    • Steady scheduling
    • Labor orders
    • Cargo sequencing
  • Oversee operational plan and changing conditions by coordinating, communicating with, and directing:
    • Labor
    • Customers
    • Ship's Crew
    • Other Operations Lead (Nightside Ops Lead for the Dayside Ops Lead and vice versa)
    • M&R Managers and HS&E Lead to optimize downtime for maintenance, repairs, and cleaning
    • Security
  • Establishing and implementing operating priorities, procedures, practices, and goals, to meet organizational objectives. Effectively assign and direct labor to accomplish these objectives. Continuously evaluates procedures for improvements.
  • Proactively and reactively engages customers, ship's crew, agents, port staff, and governmental agencies, regarding the most effective methods of operation.
  • Using independent judgment and discretion to make important operational decisions, such as shifting an operating unit from task to task, e.g., shifting a Bulk Operator I to perform Bulk Operator II duties in the event timely hall orders do not fill, reassigning Bulk Operator I's and II's to different duties based on operational needs, and shifting labor from one vessel to another. Makes independent decisions based on business needs with the goal of improving overall terminal operations by maximizing labor efficiency and productivity.
  • Monitoring the attendance (arrival time) of all labor, authorizing any necessary overtime, ensuring that labor is properly identified on all payroll records and all appropriate payroll adjustments are made for labor based on their actual hours of work.
  • Hiring, disciplining, and terminating labor, including foremen, supervisory clerks, and hourly-paid union labor; warning, citing, suspending, replacing, or terminating workers who are not carrying out assigned work as instructed or in a proper or safe manner.
  • Handling any grievances in an expeditious manner and obtaining all relevant facts while using independent judgment and discretion in adjusting any grievance.
  • Promoting safety awareness and regulatory compliance by training and enforcing the guidelines set forth by the Pacific Maritime Association (PMA), Pacific Coast Longshore Contract Document (PCLCD), Pacific Coast Maritime Safety Code (PCMSC), OSHA, Port working rules, stowage and hazardous materials, and proper manning and ordering.
Additional Responsibilities:
  • Ability to work both day and night shifts.
  • Works with consultants and vendors.
  • Works with the Directors of Operations to assist with the forecasting and budgeting processes
  • Assists other operations with operational, engineering, or maintenance issues.
  • Participates in industry functions, attending meetings.
  • Regular, predictable and reliable attendance.
  • May work weekends and holidays.
Supervisory Responsibilities:
In accordance with applicable policies/procedures and Federal/State laws, may perform the following supervisory responsibilities: Interviewing, hiring, orienting, coaching and developing employees; planning, assigning, and directing work; appraising, managing and rewarding performance; disciplining, suspending, and/or firing subordinate labor; addressing complaints, adjusting grievances, and resolving problems.

Minimum Qualifications:
The following are the minimum qualifications that an individual needs in order to successfully perform the duties and responsibilities of this position. Please note that the minimum qualifications may vary based upon the department size and/or geographic location.
Knowledge/ Experience:
  • 7-10 years of progressively responsible, related, experience, including a background in a position such as Terminal Operations Supervisor/Superintendent.
  • Knowledge of operating procedures for all terminal equipment such as mobile and fixed operations equipment, ship loaders, and ship's gear cranes.
  • Working knowledge of Microsoft Office/Excel
  • Valid driver's license.
  • Equivalent of a High School diploma or GED
  • Bachelor's degree in engineering, Business or Logistics preferred.
  • Ability to acquire TWIC (Transportation Worker Identification Credential) Card.

  • Ability to ascend a descend ladders, narrow stairways, and steep stairways, use narrow walkways, ramps, elevated platforms, and catwalks in order to reach particular areas of the ship and terminal.
  • Ability to withstand heights.

The office is clean, orderly, properly lighted, and ventilated. Noise levels are considered low to moderate. Field conditions vary.
As a member of the Company's operations staff, an employee may be exposed to a great variety of environmental conditions. Such is the very nature of contract stevedoring and marine terminal operations. Some of the work will be indoors, some outdoors, and other aboard ships not owned by or chartered to the Company. Operations staff may work on property owned by the Company, leased to the Company, owned by ports and leased to others, or owned by, chartered by, or leased to our maritime customers. Employees may work around motorized vehicles and the various ships, appurtenances, equipment, and gear common to the industry. While an employee may work on a single maritime site for the majority of one's work, special circumstances may require that employees work at a different site based upon the needs of the business. The Company serves as stevedore and/or terminal operator for a wide variety of maritime cargoes for export and import. In all instances, the health and safety of all employees is the Company's #1 concern.
The Company has a Safety Director who will assist employees in the identification of any unusual exposures so that the appropriate steps may be taken to ensure their health. This would include everyone's full compliance with the Company's hearing loss conservation program in those specific locations where it has been identified that one may be exposed to injurious noise levels.
