Salary Range: $75,691 - $97,281

Essential Job Functions
Leads day-to-day operations of the section in accordance with state rules, regulations, and organizational policies, by collaborating with the section manager to plan, coordinate, develop, integrate, and execute core services within the section consistently and effectively; assists manager in developing policies and procedures, organize meetings, track performance, and serves as a backup lead for state committees and workgroups; acts as a point of contact when the manager is unavailable.
Maintains staffing patterns and internal policies to ensure effective operations within the section by meeting federal, state, and local requirements; Supervises and directs supervisory, professional, and paraprofessional staff, oversees recruitment, hiring, training, motivation, evaluation, and discipline; Facilitates meetings with supervisors; Collaborates with supervisors to develop plans to support meeting performance expectations; Maintains centralized tracking of staff and service vendor performance data, works directly with Human Resources to fill positions in La Crosse County, assists with candidate interviews, and serves as a liaison with the state for quality assurance matters.
Assists the section manager in consulting with the Human Services Deputy Director and the department’s management team; plays a key role in planning, coordinating, developing, integrating, and executing programs within the Human Services system by collaborating with other section managers to ensure consistent and effective operations across Human Services as a whole. Collects data and prepares reports on services as required, including reports that provide feedback, and make recommendations for improvement; assists manager with preparation of the annual budget for the section, monitors budget expenditures throughout the fiscal year, and makes appropriate recommendations regarding expenditures, surpluses, and deficits; oversees any staffing and operational changes.

Knowledge, Skills and Abilities

  • Ability to make reasonable business decisions and recommendations using skills in planning, organizing, and prioritizing work.
  • Ability to coordinate service delivery systems to achieve program objectives effectively using skills in staff development, delegation, coaching, and teamwork.
  • Ability to manage, supervise and direct the work of others.
  • Proficiency in understanding and explaining complex regulations, guidelines, and evidence-based practices related to service provision. Familiarity with federal, state, and local laws governing services for target populations.
  • Ability to use technology for program efficiencies, analyzing statistical data, and effectively utilizing data to improve service delivery. Skills in preparing accurate and engaging reports using Microsoft Office products.
  • Demonstrated abilities in effective communication, collaboration, relationship-building, and teamwork through facilitating and participating in meetings that engage others and build sustainable partnerships across diverse backgrounds.

Training, Experience and Other Requirements

  • Five years leadership experience that includes supervision and management related responsibilities, preferably in human services related programs and services.
  • Graduation from an accredited college or university with a bachelor’s degree in Public Administration, Psychology, Sociology, Social Work or related.
  • Must pass background check in accordance with Wisconsin Caregiver Law.
  • May consider other relevant combinations of education and experience that provide equivalent knowledge, skills, and abilities.
  • In some sections a valid driver's license and access to personal transportation, or other reliable means of transportation for countywide travel are required.
