Job Description
SUMMARY: Under the direction of an assigned supervisor, Purchasing and Contracts, perform responsible technical duties in the purchase of district supplies, materials, equipment and services including preparing and writing formal bid specifications as assigned.
ESSENTIAL FUNCTIONS:
Review and process requisitions for the purchase of materials, supplies, and equipment and services; prepare and issue purchase orders.
Determine sources of supply; obtain current prices, detailed specifications and shipping and delivery information.
Prepare and write formal bid specifications; receive bids; tabulate and analyze data; recommend supplier to be awarded contract based on price and conformance to specifications.
Prepare and award informal bids in assigned categories in accordance with established guidelines.
Contact vendors by mail or telephone regarding discrepancies in invoices, statements or deliveries.
Interviews vendors regarding new merchandise and new sources of supply.
Communicate with district departments and personnel to provide information and assistance concerning specifications, sources, prices, availability and related matters; provide recommendations concerning substitutes or alternates as necessary.
Develop and maintain records and files related to buying activities, such as records of purchase orders and requisitions.
SECONDARY FUNCTIONS:
Assist Senior Director, Purchasing and Contracts in bid openings as required.
Train and provide work direction to hourly personnel as assigned.
Perform related duties as assigned.
KNOWLEDGE AND ABILITIES:
KNOWLEDGE OF:
District and department purchasing policies and procedures.
Basic purchasing methods, procedures and terminology.
Quality controls on product selection.
Types and sources of supplies, materials and equipment used in a community college district.
Modern office practices, procedures and equipment.
Recording techniques.
Operation of a computer terminal.
Basic research methods.
Interpersonal skills using tact, patience and courtesy.
Applicable section of State Education Code and other applicable laws.
Telephone techniques and etiquette.
Oral and written communication skills.
Correct English usage, grammar, spelling, punctuation and vocabulary.
ABILITY TO:
Exercise sound judgment in the purchase of a variety of materials, supplies and equipment.
Perform difficult complex clerical work in the checking and correction of purchasing documents and records.
Evaluate product capability and use.
Operate a variety of equipment including computer terminal and printer, typewriter, calculator and copier.
Establish and maintain cooperative working relationships with vendors and district employees contacted in the course of work.
Operate a personal computer including various software packages to enter and retrieve data using keyboarding skills in an efficient and effective manner consistent with requirements of the position.
Communicate effectively both orally and in writing.
Maintain records and prepare reports.
Meet schedules and time lines.
Work independently with little direction.
Learn, interpret, apply and explain rules, regulations, policies and procedures.
EDUCATION: Any combination equivalent to: two years college-level course work in business or procurement or a related field.
EXPERIENCE: Two years of purchasing experience.
WORKING CONDITIONS: Typical office environment.
