Description
The Department of Public Health seeks an experienced Chief Operating Officer.
The Chief Operating Officer- FQHC LAL (COO) will function same as an executive leader in a Federally Qualified Health Center under HRSA standards and regulations. The salary begins at $95,368.00 annually- $172,972.80 depending upon the candidates qualifications as well as budgetary considerations. Examples of Duties

Assist the CEO, Officers, and other key staff in developing and implementing the FQHC's mission, strategic plan, and program development.
Leads all FQHC's Health Center administrative operations including grants, contracts/ negotiation, contract evaluation, coordination of vendor services, quality, patient satisfaction, revenue generation and long term financial viability.
Seeks business opportunities to align with mission, vision, and strategic direction.
Works closely with finance to assure Health Centers are efficient in reimbursement, collections, payor contracts up to date, and value based, and quality contracts are up to date and equitable.
Monitors budgets and financial statements.
Assure the Community Health Center's are meeting HRSA regulations and aligning policy and procedures to fit the FQHC needs. Lead charge regarding UDS management, HRSA reviews and visits.
Minimum Qualifications

Requires a Master's degree and eight years of related experience or equivalent combination of position relevant experience, professional training, and higher education.

SELECTION AND APPOINTMENT : A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.

The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.

The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.

All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County. Additionally, new employees will have 30 calendar days, after their first day of employment, to attest to their COVID-19 vaccination status. Instructions on how to submit this attestation will be provided once employment has begun. County employees are not required to be fully vaccinated, but those who are not fully vaccinated must submit to weekly COVID-19 testing until they are fully vaccinated or St. Louis County geographically reaches a 70% vaccination rate and a moderate transmission level of COVID-19 as defined by the Centers for Disease Control and Prevention.

St. Louis County offers its employees many excellent benefits with paid medical insurance, 20 days of PTO (paid time off) the first year and increasing with seniority, and 11 paid holidays. Employees hired for full time employment will participate in the St. Louis County retirement plan where they contribute 4% of their salary to the defined benefit plan with vesting after 7 years.
