IREX is implementing a program to support human rights documentation, including providing intensive organizational development support to the US-based primary implementation partner, helping them to train staff and upgrade their organizational policies for compliance, finance, and human resources to more efficiently and compliantly manage funding from the US government and other governments. The program is seeking an organizational development expert who will be engaged as a part-time consultant. The Organizational Development Advisor will support IREX staff in strengthening the primary implementation partners capacity.

Preferred Skills and Qualifications

  • 10 years of experience in grant management and compliance management.

  • Expert knowledge of US government donor rules and regulations.

  • Experience working with diverse funders including USAID, U.S. Department of State, and others.

  • Proven experience with developing organizational policies.

  • Adept at creative problem solving to resolve complex subgrantee issues related to compliance, financial management, and human resources.

  • Demonstrated experience developing and leading trainings.

  • IREX must vet any individuals engaged under this program. The selected consultant will be required to submit information for vetting to IREX and to receive vetting clearance prior to their engagement in the work. The selected consultant will also be required to sign a non-disclosure agreement.

Duties and Responsibilities

  • Review and provide feedback on existing and draft policies, procedures, training materials, and other documents related to building the partners compliance, finance, and human resources capacity and helping them be better positioned to receive funding from diverse donors

  • Provide guidance, mentoring and support on specific systems and policy change recommendations.

  • Participate in meetings with the partner as needed.

  • Lead trainings for partner staff, including, but not limited to, trainings on 2 CFR 200 and trainings to socialize new policies and procedures among partner staff.

  • Identify and share existing resources related to the partners capacity strengthening needs and draft new resources, policies, and training materials.

  • Keep confidential and exercise the utmost discretion with respect to project information and documentation, including all information related to beneficiaries.

  • Perform additional duties as assigned.
