JOB SUMMARY:

This position is responsible for managing a full range of process improvement/cost containment projects, which ensure the operation effectiveness of the hospital. Designs, documents and implements workflow processes and make appropriate recommendations that will positively affect operational effectiveness. Tracks and analyzes trends for the organization and makes appropriate recommendations that will positively affect it. Will be the key Project manager and lead a number of projects to ensure the cost effectiveness of the hospital, including process redesign. Additional responsibilities will include reviewing departmental budgets on a monthly basis and providing finance and senior management with a summary of variances and recommendations to improve performance.

Manages, educates, evaluates, and oversees the staffing, scheduling, and timekeeping functions for the nursing divisions as well as ancillary divisions that are supported under the Central Staffing Umbrella. This also includes assigning and reviewing work, scheduling, MTA management, maintenance of department personnel files, hiring, training, counseling on performance, compliance, and conducting performance evaluations and discipline actions. This also includes workforce modeling, which includes Position Control creation and management.

Will manage analyst(s) responsible for providing business and systems support for assigned service groups, departments, for Stanford Healthcare TriValley, specifically, AIP, Time and Attendance

EDUCATION

An Associate's or Bachelor's degree in business Information Systems and a B.S. Degree in Accounting or Business Administration are preferred. Must show willingness to participate in on-the-job training, possibly including outside education.

EXPERIENCE

* Three to five years health care demonstrated experience in data analysis, to include a general understanding of Patient Accounting, Reimbursement, Contracting, Productivity Management, Collective Bargaining, general Human Resource processes, and Decision Support.

* Demonstrated, successful experience in a hospital Finance Department with emphasis in general ledger, budgeting, cost accounting and health care reimbursement is preferred.

PREREQUISITE SKILLS

* Possess a strong knowledge of business, finance, budgeting and accounting functions and hospital reimbursement.

* Proven project management and leadership skills, including the ability to develop clear business plans.

* Proven ability to develop, document, and maintain operational policies and procedures.

* Possess advanced computer skills, including understanding and managing multiple systems, installing and de-installing applications, managing files, downloading data into other systems and troubleshooting problems.

* Ability to manage projects independently utilizing project management principles while functioning autonomously and taking initiative to problem solve

* Ability to understand medical terminology, DRG's, ICD-10 and CPT-4 coding Experience within a union environment Understanding of issues related to reimbursement and hospital operations.

* Ability to use problem-solving techniques to achieve desired results and effect change

* Knowledge of hospital general ledger accounting systems, policies and procedures.

* Working knowledge of federal, state and local laws as they apply to hospital accounting and reimbursement

* Demonstrate a willingness to participate in on-the-job training, possibly including outside education

* Strong communication skills

* Ability to work in fast paced and complex organizational environment and ability to meet deadlines.

DUTIES AND RESPONSIBILITIES:

* Assists Chief Nursing Officer and Vice President of Ancillary in developing programs to support the Division of Nursing and VP of Ancillary goals (financial, productivity, operational efficiency, and capital improvements).

* Daily management and development of the Centralized Staffing Office

* Collaborates with unit managers and directors that Centralized Staffing supports in order to meet each unit's unique staffing needs and goals

* Works with Human Resources, Payroll Specialists, and Hospital Executive Team with union and contractual issues.

* Responsible for staff schedules, time cards, and overseeing the staffing/census ratio on an ongoing basis

* Management of Hospital Wide Position Control process.

* Works closely with other departments to identify and maximize opportunities to use information and technology to improve quality, service and/or business processes.

* Develops effective reporting tools including but not limited to the maintenance of 4-hour productivity tracking.

* Analyzes activities and trends and compares analyses against industry standards and best practices.

* Presents findings and works with the appropriate level of leadership to identify and implement strategies that will address goals.

* Analyzes trends and recommends adjustments to address and/or capitalize on trends.

* Works directly with appropriate personnel to understand project concept, objectives, and approach.

* Takes assigned project from original concept through final implementation including project scope definition and objectives.

* Collaborates with Hospital Finance in identifying, analyzing, and justifying all financial projections, expenditures, and sources of revenue.

* Generate variance reports to hospital leadership regarding data collection and nursing productivity.

* Creates and maintains project schedules by developing project plans and specifications, estimating time requirements, establishing deadlines, monitoring milestone completion, tracking all phases of the project/service, and resolving conflicts.

* Conducts project meetings including meeting with project team(s) regularly to review project deliverables and deadlines in addition to meeting with appropriate personnel for periodic reviews of prototypes and final projects.

* Analyzes discrepancies in performance and makes recommendations for updates.

* Ensures continuing operation quality by documenting bug fixes and enhancements.

* Proactively assists with the identification of training and development requirements relative to financial and resource management.

* Presents findings and works with the CNO, VP of Ancillary and other personnel to design and implement training and development initiatives that will continuously upgrade the skills and capabilities of personnel relative to financial and resource management.

* Collaborate with other departments to achieve goals for the Division of Nursing and VP of Ancillary and the organization

* Provides leadership needed to instill a team-oriented, customer-driven, results-oriented team

* Develops operational needs assessments to identify opportunities for improving systems-related workflow, methods and procedures through appropriate application of information technologies and knowledge of applicable laws and regulations; develop cost-benefit analyses; document recommendations; and work with staff, management, end user and vendor personnel to implement changes.

* Performs other duties as required or assigned.

Base Pay Scale: Generally starting at $57.00 - $77.00 per hour

The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training. This pay scale is not a promise of a particular wage.
