Youth Quality Improvement Specialist


The Youth Quality Improvement Specialist (YQIS) is an individual who has had involvement with the child welfare system as a youth. The YQIS position serves as a source for family and youth centered feedback to PI IL specialists, stakeholders, and counties about services for older youth involved in the foster care system. Facilitates training for child welfare professionals and regional and statewide training events. The YQIS also, advocates for the youth perspective across programs, boards, and initiatives, as well as to develop programs and curriculum for child welfare professionals. A minimum of one year of involvement as a youth in the foster care system within the past 15 years is required. Additionally, the YQIS will assist with coordinating Statewide Youth Advisory Board (YAB) meetings. This will consist of meeting with the YAB executive board to ensure agendas are completed for each meeting, helping facilitate statewide YAB meetings, and providing support to regional and local YABs as needed. This may include traveling to and participating in quarterly meetings in each region. The YQIS will also assist the CWRC Organizational Effectiveness (OE) Practice Improvement Specialists in their efforts to provide Technical Assistance and support to counties in their Older Youth continuous quality improvement (CQI) efforts. Must be able to travel long distances on a frequent basis statewide throughout the Commonwealth, regionally, and locally. The Child Welfare Resource Center operates in a hybrid work approach where work can be completed remotely, in the Mechanicsburg office, and in the field as necessary and appropriate.Time for this position is estimated as 70% remote work, 10% in the Mechanicsburg office, and 20% in the field. Experience working with ethnically and culturally diverse populations preferred. A commitment to achieving equity and inclusion in the child welfare system is a must. Job Summary

Maintains relevant research to advocate for the youth perspective across programs, boards, and initiatives, as well as to develop programs and curriculum for child welfare professionals.

Essential Functions

Must be able to communicate effectively, strong reading, writing and oral presentation skills. The Youth Quality Improvement Specialist needs to have a basics understanding of how to operate a computer and other office equipment as well as LCD projectors and other training aids. A valid driver's license or the ability to travel to perform the essential functions is required.

Physical Effort

Typical field travel required will be statewide throughout the Commonwealth on a frequent basis, lift up to 20 pounds, and set up and prepare audiovisual equipment for meetings and presentations.
