JOB FAMILY: APPLICATIONS DEVELOPMENTJob Title: Applications Development Analyst General Characteristics
Works closely with customers, business analysts, and team members to understand business requirements that drive the analysis and design of quality technical solutions. These solutions must be aligned with business and IT strategies and comply with the organization’s architectural standards. Involved in the full systems life cycle and is responsible for designing, coding, testing, implementing, maintaining and supporting applications software that is delivered on time and within budget. Makes recommendations towards the development of new code or reuse of existing code. Responsibilities may also include participation in component and data architecture design, performance monitoring, product evaluation and buy vs. build recommendations. Has experience in systems analysis, design and a solid understanding of development, quality assurance and integration methodologies.
Dimensions EducationBachelor’s Degree in Computer Science, Information Systems or other related field. Or equivalent work experience.
ExperienceA minimum of 2 years of programming/systems analysis experience.
ComplexityIntermediate professional level role. Develops solutions requiring analysis and research. Works on small to large, complex projects that require increased skill in multiple technical environments and possesses knowledge in a specific business area. Works on one or more projects as a project team member or occasionally as a project lead. May coach more junior technical staff.
- POSITION RESPONSIBILITIES
analyst with strong Oracle development skills to support Lottery in-house software development initiatives. This resource will work with other Lottery developers and consultants on the maintenance and enhancements of existing Florida Lottery applications and other projects as needed.
Will at a minimum include, but is not limited to:
- Application development using Oracle Forms, Reports, and PL/SQL;
- Database development through PL/SQL triggers, packages, procedures, functions and other objects;
- Operating system and ETL development with AIX Kornshell scripting;
- Write comprehensive test scripts for developer testing of Oracle applications;
- Handle day-to-day management of assigned projects and prioritize workload to ensure project deadlines are met;
- Knowledge and usage of Oracle development “best practices”;
- Work closely with end users in defining and documenting requirements;
- Execute all design stages from the test environment to QA and move-to-production of final files;
- Write software user manuals and technical documentation;
- A transfer of knowledge to the Lottery team is expected through individual mentoring and/or planned group training for Oracle Forms, Report and PL/SQL;
- The Lottery reserves the right to extend or expand the statement of work of the resultant Agreement to other related projects.
- PREFERRED SKILLS AND EXPERIENCE
- Minimum 5 – 8 years professional experience within an Oracle environment; comfort and knowledge of Oracle 12g and Oracle 19c;
- Certification in Oracle PL/SQL preferred;
- Advanced skill sets in Oracle Forms and Reports (10g and higher), Oracle Databases (11g and higher), PL/SQL;
- Experience with Oracle Application Server and WebLogic;
- Experience with migrating from Oracle 11g to Oracle 12c to 19 c;
- Experience with Unix AIX and Kornshell scripting;
- Knowledge of TOAD or Ultra Edit;
- Knowledge of Rapid Application Development and prototyping;
- Ability to communicate technical information effectively;
- Ability to work in a team environment with multiple developers, consultants and project managers;
- Ability to collaborate development efforts and work within a standards-based environment; and
- Ability to design curriculum to train developers in PL/SQL, Oracle Forms, and Oracle Reports.
