Description
CLASS SUMMARY:
This position is accountable for assisting the Secretary-Executive Director (ED) with the administration and the operations of the Housing Authority and its related entities. Work involves planning, directing, supervising, coordinating and evaluating all the daily operations integral to the activities of Housing Management (under Public Housing, Rental Assistance Demonstration and Low-Income Housing Tax Credit Programs), Maintenance, Real Estate Development and Capital Fund Programs. This position is heavily involved in strategic planning and organizational development. This position is responsible for monitoring the daily operations, streamlining operations, increasing efficiency and effectiveness, preparing budgets, making recommendations regarding personnel, reviewing Authority's policies and recommending changes to ensure compliance with programs and the advancement of the Authority's objectives.
TYPICAL CLASS ESSENTIAL DUTIES: (These duties are a representative sample; position assignments may vary.)
1 Provide day-to-day leadership, policy direction, oversight and supervision to the Authority's Real Estate Operations which include development, property management, asset management and compliance. Direct supervision includes; PH Leasing and compliance; Affordable Leasing and Compliance, Business and Compliance Analyst.
2 Under the direction of the HACM Board and ED, continuously monitor and evaluate mission appropriateness, impact, and financial sustainability of the organization's property management portfolio, active development projects and pipeline.
3 In collaboration with the CFO, monitor real estate operating budgets to ensure optimal allocation of financial and staff resources for both current and future plans; design and implement continuous quality assurance for all initiatives, focus on process improvement and efficiency.
4 Foster a success-oriented, data-driven, team-building culture based on accountability and delegation within Real Estate Operations that leads to the achievement of excellence and implementation of best practices.
5 Develop operating policies and procedures for consideration by the ED, including Board presentations, and monitor the implementation of and compliance with approved policies and procedures.
6 Contribute to and participate in the development of grant applications, redevelopment plans, and resources needs and allocation to promote the long-term viability of HACM assets.
7 Facilitate investor, lender and state agency relations; oversight for compliance with partnership agreements, regulations, reporting requirements, and capital account planning.
8 Manage the relationship with external housing management firms to ensure services are delivered in compliance with policies, laws, and regulations.
9 Actively contribute to and participate as a member of HACM's executive leadership team.
10 Monitor compliance with federal, state, and local regulations as they apply to program administration within each functional program area.
11 Represents the Authority with boards, commissions, committees, residents, and professional organizations; responds to residents regarding areas of concern.
12 Performs other duties of a similar nature or level.
Qualifications
TRAINING AND EXPERIENCE (positions in this class typically require):
Bachelor's degree in Business or related field; 10-12 years of related experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Develops strategic direction, goals, plans, and policies for the organization. Sets broad objectives and is accountable for overall results in the area of responsibility. Authority to make independent decisions on matters of significance. Requires a high degree of independent judgment and problem solving of complex problems.

PHYSICAL REQUIREMENTS:
Positions in this class typically require: reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motions.
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
