Horizon Project Inc. was founded in 1977 by a group of local citizens in Milton-Freewater with a goal to enable adults with developmental disabilities to participate in out of home activities. Over the past 40 years, Horizon has grown geographically and functionally to become the largest single provider of residential and employment supports to adults with intellectual and developmental disabilities (I/DD).
