Job Description

Job Summary:

The Intensive Case Management (ICM) Supervisor manages staff providing direct client services within the Intensive Case Management Program. The ICM Supervisor plans and implements programming, coordinates core service delivery, supervises staff, ensures program goals are met, and satisfies budgetary, compliance and reporting responsibilities for the assigned portfolio.

Major Responsibilities:

Service Delivery

  • Guide the implementation of the ICM program and ensure all core services are completed in a timely manner.
  • Assign cases to caseworkers and ensure timely provision of services.
  • Collaborate with other departments to encourage timely internal and external referrals.

Partnership Building

  • Manage relationships community partners.
  • Identify and maintain relationships with local government and community-based organizations with the goal of connecting clients with necessary benefits and services.
  • Develop and maintain vendor relationships that create budgetary savings and improve efficiency

Documentation, Reporting and Contract Compliance

  • Ensure that case file documentation is maintained in compliance with contract requirements.
  • Guide the timely implementation of program updates as needed.
  • Review and submit ICM reports.
  • Assist with the preparation for all monitoring visits including IRC, state, and federal agencies.
  • Monitor program execution to ensure compliance with all funding requirements; communicate program needs to management team.

Staff Supervision and Other Responsibilities

  • Cultivate a respectful, supportive, and inclusive environment for team members and clients.
  • Recruit, train, and manage team in accordance with IRC’s People Manager Standards.
  • Provide daily oversight of active caseload, maintaining close communication with resettlement staff regarding challenging cases.
  • Carry out timely, professional interventions to ensure responsive, appropriate, and trauma informed service delivery.
  • Represent IRC in public, professional, and governmental forums as needed.
  • Other duties as assigned.

Key Working Relationships:

Position Reports to:Resettlement Manager

Position directly supervises:ICM Caseworker, ICM Case Assistants, department interns and volunteers

Indirect Reporting:
Other Internal and/or external contacts: The ICM Supervisor will be responsible for developing relationships within the IRC network and external relations with social service agencies and government entities to expand the role of IRC ICM program.

Internal: IRC staff, interns and volunteers

External: Community partners, sub-grantees, stakeholder partners, DES, DCS, legal providers, law enforcement, medical providers

Job Requirements:

Education:

  • Undergraduate or Graduate degree in Social Work or similar field strongly preferred; comparable related work experience may be substituted.

Work Experience:

  • 2 years of related work experience; 1 year minimum working with victims of crime or other vulnerable populations.
  • At least one year of related professional experience with proven skills in supervising case management staff, grant reporting and program development preferred.

Demonstrated Skills and Competencies:

  • Excellent written and spoken English skills, Spanish-bilingual ability preferred
  • Strong organizational skills and detail-oriented
  • Excellent writing and analytical skills
  • Public Speaking and/or presentation experience preferred
  • Ability to effectively communicate and work as a team member with collaborative partners, the community, and clients in a cross-cultural, multi-disciplinary environment
  • Computer literacy, data base experience preferred
  • Ability to work independently and be a flexible team player
  • Ability and willingness to drive 15 passenger van.

Language Skills:

  • Fluency in written and spoken English, bilingual ability preferred in refugee/immigrant language used in Los Angeles.
  • Cross-cultural understanding and strong communication skills, both written and verbal.

Certificates or Licenses:

  • Must have a valid driver’s license, active insurance policy, access to reliable transportation and the ability to travel regularly throughout the service delivery area.

Working Environment:

  • A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.
  • May require occasional weekend and/or evening work.
  • Must be able to lift 35 to 50 pounds (furniture, household supplies, and food boxes).
