Qualifications:
Financial Reporting Analyst V:
General description
Join the Fiscal Management team as a Financial Reporting Analyst (Accountant V). Work includes assisting in resolving accounting and reporting issues at a statewide and/or agency level, analyzing reporting requirements and implementing changes to statewide accounting procedures and systems, and researching Governmental Accounting Standards Board (GASB) statements. Prepares the State of Texas Annual Comprehensive Financial Report (ACFR). Works under limited supervision with considerable latitude for the use of initiative and independent judgment. This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.
Minimum Qualifications
  • Graduation from an accredited college or university with a bachelor's degree in Accounting.
  • Four years of experience with general ledger accounting functions (not including subledgers like A/P, A/R, Payroll, etc)
  • Experience with automated accounting system software (i.e. USAS, CAPPS, MIP, Oracle, etc.)
  • Experience with Microsoft Office applications (primarily Excel and Word)
Preferred Qualifications
  • Graduation from an accredited college or university with a master's degree in Accounting or an advanced degree in a related field (e.g. Finance).
  • State AFR or ACFR experience.
  • State governmental or higher education accounting/auditing experience.
  • Experience with Federal/State grants, bonds, investments, and/or capital asset accounting practices
Substitutions
One year of experience with general ledger accounting functions (not including subledgers like A/P, A/R, Payroll, etc) may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years). For example, an Acct V is required to have eight years of accounting experience without an accounting degree.
PREFERRED LICENSES / CERTIFICATIONS
  • Certified Public Accountant (CPA)
In this role you will:
  • Prepares highly complex work adjusting entries, notes to the financial statements and work products related to the production of the ACFR.
  • Provides technical and financial accounting assistance to state agencies (e.g. smaller to mid-size size agencies having mainly governmental funds with minor basis conversion entries, little or no proprietary funds or federal funds) with Uniform Statewide Accounting System (USAS) profiles, T-Code and Object code determination for transaction entry and error correction, and assists with running queries/reports to analyze the financial data.
  • Assists in the update to the Annual Financial Report (AFR) reporting requirements, preparation of training materials, and in identifying improvements in the processes used to prepare the ACFR.
  • Reviews and analyzes less complex state agencies' financial data (e.g. smaller to mid-size agencies having mainly governmental funds with minor basis conversion entries, little or no proprietary funds or federal funds) for accuracy, consistency, appropriateness and conformity to Generally Accepted Accounting Principles (GAAP) or other accounting or reporting guidelines as defined by the Comptroller.
  • Reconciles USAS interagency activity and prepares and enters appropriate correcting accounting entries.
  • Performs all other duties as assigned.
Financial Reporting Analyst VI:
General description

  • Reviews and analyzes highly complex state agencies' (e.g. mid-size to large agencies having governmental funds with basis conversion entries, proprietary funds and federal funds) financial data for accuracy, consistency, appropriateness and conformity to Generally Accepted Accounting Principles (GAAP) or other accounting or reporting guidelines as defined by the Comptroller.

  • Assists supervisor by serving as a team lead or technical SME and regularly leads projects within the section (such as the reconciliation of data bases used in producing the CAFR, the AFR reporting requirements update and training, and the implementation of new GASB statements), providing training/mentoring of team members, reviewing work of team members, identifying and implementing improvements in policies and procedures for FRS tasks, attending meetings for supervisor, and submitting reports to management on behalf of supervisor.
  • Provides highly technical and financial accounting assistance to highly complex state agencies (e.g., large agencies having governmental funds with basis conversion entries, proprietary funds and federal funds) with USAS profiles, T-Code and Object code determination for transaction entry and error correction and assists with running queries/reports to analyze the financial data.
  • Resolves customer issues and makes sound decisions/recommendations based on research and relevant facts.
  • Reviews and analyzes highly complex state agencies' (e.g. large agencies having governmental funds with basis conversion entries, proprietary funds and federal funds) financial data for accuracy, consistency, appropriateness and conformity to Generally Accepted Accounting Principles (GAAP) or other accounting or reporting guidelines as defined by the Comptroller.
