Clearance, Access and Investigation must appear in DISS and be within scope (6 - Years). SCOPE Provide analytical research, foundational database production, written finished intelligence (FINTEL) production, technical editing, target development support, and collection requirement input/evaluation services in support of the UFAC, the Defense Intelligence Agency (DIA), and its Defense Intelligence Enterprise (DIE) mission partners. Meet diverse mission sets in an ever-more complex and information-rich environment, the Defense Intelligence Agency (DIA), Directorate for Analysis (DI) requires analytic support products and services to meet UFAC mission and operational requirements. This effort will provide support to the Underground Facility Analysis Center (UFAC) in meeting its requirements under the Defense Intelligence Analysis Program (DIAP). This effort requires timely and skilled support related to analytic enabling activities. RESPONSIBILITIES * Perform all administrative, technical, and financial oversight functions. * Work with the Contracting Officer Representative COR on all matters relating to the mission * Maintain solid working knowledge of the range of functions of the work performed; the program manager will not perform the technical functions. * The Contractor has the sole responsibility for determining the formal supervisory status and authority they wish to confer on the Program Manager * Serve as the Government's primary POC for addressing any contract or contract employee issue. * Identify an alternate PM, who shall have the same qualifications as the primary PM; the alternate PM may be a technical contractor employee. * Facilitate, or assign someone to facilitate, the in-processing of new employees and the out-processing of departing employees at the specific work sites, including the facilitation of initial badge issuing or collection of identification badges, and the issuing or termination of systems & IT accounts. * The PM, or the alternate, shall be available in person, telephonically, or by email between 1000 and 1600 local time, Monday through Friday, on days that the Government is open for business. * Act on behalf of the Contractor for all matters REQUIREMENTS * Ten (10) years of experience working in the Intelligence Community. * Knowledge of and demonstrated ability to apply Intelligence Community (IC) and DoD classification guidelines and procedures * Ability to use logic when evaluating and synthesizing multiple sources of information * Understanding of interpreting analysis to include, but not limited to, its meaning, importance, and implications * Defend analytic judgements with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments * Produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic / soft copy matrices and / or web-enabled formats * Communicate complex issues clearly in a concise and organized manner both verbally and non-verbally; with strong grammar skills * Develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols * Recognize nuances and resolve contradictions and inconsistencies in information * Comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the labor category * Communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced * Structure analytic questions based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines * Collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution * Develop concise, insightful, and comprehensive products for defense intelligence * Guide teams in researching multifaceted or critical problems * Knowledge and expertise regarding DIA and DNI analytic tradecraft, standards and styles, and the IC analytic production process, templates and guidance * Conduct source check and classification reviews for analytic products (ICD 206 or subsequent revisions * Proficiency in translating analytic production data into quantifiable metrics * Experience using Record Message Traffic (RMT), Tripwire Analytic Capability (TAC), Multimedia Message Manager (M3), Modernized Integrated Data Base (MIDB), National Production Workshop (NPW), RemoteView, Google Earth, National Exploitation System (NES) Cedalion, Net-centric Geospatial Discovery Service (NGDS), ArcGIS or other Geospatial Information System (GIS) tool, Microsoft Access and Excel data base programming * Experience performing production management responsibilities such as Analytic product scheduling and tracking, Analytic Metrics, Management of UFAC analytic dissemination and product verification process DESIRED EXPERIENCE & EDUCATION Senior : Master's Degree and twelve (12) years of experience or Bachelor's Degree and an additional five (5) years of related experience for a total of seventeen (17) years in lieu of a Master's Degree with at least a portion of the experience within the last 2 years.
