Detailed Job Description
Major Responsibilities
  • Analyze spend data (approximately $15-20 million annual); develop strategic sourcing strategies; prepare pricing trend analysis; and, develop specifications. Drive spend towards leveraged/strategic suppliers and mediums. Use analysis of industry trends and experience to develop and maintain a strategic sourcing roadmap for purchases ensuring that opportunities are identified and executed to achieve success. Identify and implement initiatives to achieve cost savings and process improvements aligned with operational goals based on input from University clients, including managers and leaders.
  • Develop specifications and identify sources of supply based on product knowledge, departmental requirements, availability, and total cost of ownership goals working closely with internal customers.
  • Prepare and submit requests for proposal or quotations, analyze supplier bids, conduct supplier walk-throughs, and work with clients to make the final selection based on the overall value proposition provided by the suppliers.
  • Determine appropriate method required to acquire goods and services ensuring adherence to RIT purchasing policies and procedures and state and federal regulations. Work with suppliers to finalize contract terms and conditions, including those for independent contractors; process requisitions in the Oracle purchasing application aligned with internal controls and university policies. Review exception to bidding forms for purchases that fall outside of University's purchasing policies to ensure they meet the exception requirements and solicit additional information from clients, as needed, prior to approval.
  • Manage successful working relationships with suppliers including: 1) developing supplier performance measures and evaluation processes; 2) monitoring supplier quality and conformance with contractual requirements and adherence to university's procurement policies, procedures and practices; 3) reviewing and continually monitoring existing supplier contracts for accuracy of invoiced charges and potential cost savings/efficiencies; and 4) meeting regularly with department end-users and suppliers to reinforce expectations and maintain good supplier relations.
  • Develop and recommend process improvements that result in greater effectiveness and efficiencies in the procure-to-pay cycle. Ensure that procurement decisions are made with a full understanding and taking into consideration the business process implications for other departments, including Accounts Payable.
  • Work with departments across campus, including and especially the Office of Legal Affairs, to support contract compliance, supplier performance requirements, and business terms.
  • Evaluate and track added value of procurement strategic sourcing outcomes and governance as defined within the Procurement Services Office (PSO) standard metrics.
  • Perform duties and responsibilities, including special projects assigned by PSO management, to accomplish tasks necessary for efficient departmental operations.
  • Participate in 40 hours of training/professional development annually (or a pro rata amount based on standard working hours). Training must be applicable to the employee's role within the Controller's Division with the intent of enhancing overall knowledge as well as the specific skills, whether functional or technical, required to perform successfully in the position.

Minimum Qualifications
Education/Experience:
  • BS Business Administration, Supply Chain Management or related discipline OR an equivalent combination of education and experience
  • Six to seven years applicable experience
Skills:
  • Ability to assess client requirements and develop procurement strategies for management review .
  • Experience with the Oracle financial applications or another enterprise-wide system
  • Knowledge of general accounting and the procure-to-pay cycle
  • Must possess the ability to review and analyze key external trends from a wide range of information used to support the development of sourcing plans.
  • Ability to understand and execute best practices for sourcing and procurement methods that take into consideration and are responsive to clients needs while adhering to university policies.
  • Critical thinking and negotiating skills are required to execute cost effective, best in class procurement solutions.
  • Prior experience developing market analysis, strategic sourcing and planning, contract development and ongoing supplier governance
  • Must have worked with cross-functional groups, successfully achieving cost saving and productivity goals.
  • Strong analytical, written and verbal communication and presentation skills required. Ability to work independently relying on professional judgement, prioritize work demands; and pay attention to detail
