To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION
Under the direction of the Regional Program Manager, this position performs complex (journey-level) project management work and is responsible for complex project management work for Capital Construction projects. Responsible for reviewing and approving construction schedules, budgets, payment applications, contract documents, vendor compliance, safety, statutory and monitoring for compliance with Division goals, policies, and procedures. Coordinate's work and communicates with other branches within the Division to monitor scope, budget, schedule, owner installed items, outside consultant / construction contracts and project close- out. Works under general supervision, with moderate latitude for the use of innovative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations, and procedures.
Qualifications:
MINIMUM QUALIFICATIONS
Education:
Graduation from an accredited college or university with a bachelor's degree in Architecture, Engineering, Landscape Architecture, Construction Management, or closely related field.
Experience:
Five years of verifiable experience in construction project management of real property, land development, building renovation, water or wastewater or road construction projects;
Experience in administrative processes, budgeting, scheduling, cost estimating, total quality management, team building and/or organizational development;
Experience leading cross-functional teams to deliver projects within constraints of scope, schedule, and budget.
NOTE: Experience may have occurred concurrently.
Licensure:
Applicant must possess a state driver's license.
ACCEPTABLE SUBSTITUTIONS
Education:
One additional year of progressively responsible experience in construction project management of real property, land development, building renovation, water or wastewater or road construction projects may substitute for thirty semester hours of the required education, with a maximum substitution of 120 semester hours.
Experience:
Graduation from an accredited college or university with a Master's degree in Engineering, Architecture, Construction Science or related field may substitute for two years of the required experience in construction project management of real property, land development, building renovation, water or wastewater or road construction projects.
Graduation from an accredited college or university with a Doctorate degree in Engineering, Architecture, Construction Science, or related field may substitute for four years of the required experience in construction project management of real property, land development, building renovation, water or wastewater or road construction projects.
PREFERRED QUALIFICATIONS
Experience:
Experience using Project Management software;
Two years' experience scheduling projects using Microsoft Project or similar scheduling software;
Experience in public speaking and conducting presentations.
Licensure:
Licensed Architect, Engineer or Landscape Architect;
Current Project Management Professional (PMP) certification issued by the Project Management Institute.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of Sustainable Building Methods and Systems;
Knowledge of outdoor resource-based recreational facilities and supporting infrastructure requirements;
Knowledge of building codes (International Building Code, Americans with Disabilities Act, NFPA 101 - Life Safety, OSHA);
Knowledge of Building Owners and Managers Association methods and practices for governmental and commercial buildings;
Knowledge of engineering and/or architectural design principles, site planning, practices, methods, systems and processes;
Knowledge of alternative energy technologies, Sustainable Design, and Leadership in Energy and Environmental Design (LEED) principles;
Knowledge of the construction process, construction management techniques, proper construction contract documentation, and building operations;
Knowledge of applicable codes and standards;
Knowledge of professional consultant selection and various construction procurement methods used by governmental agencies under state law;
Knowledge of construction estimating and appropriate levels of estimating as it applies to origination, planning, and bid costs for capital projects;
Knowledge of project activity and resource scheduling;
Knowledge of Risk Management;
Skill in using MS Word, Excel, Outlook, SharePoint and Project;
Skill in effective verbal and written communication;
Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;
Required to work overtime as necessary;
Required to perform work outdoors, occasionally in adverse weather conditions;
Required to operate a State vehicle;
Required to travel 50% with possible overnight stays;
Non-smoking environment in State buildings and vehicles.
