Duties

* Directs enterprise-wide transformation initiatives using proven methodologies to deliver and sustain improvement in GAO's performance and organizational effectiveness.

* Leads enterprise-wide change management projects and initiatives using proven methodologies to manage the transition or implementation of a change within GAO. This includes change management strategy, stakeholder engagement, change communication and training, change implementation and support, and change measurement and evolution. Also fosters a culture of change acceptance within the organization, addressing employee concerns and resistance.

* Works with GAO executives and program managers to engage employees in holistic transformation initiatives, including helping define the desired future state and developing a comprehensive roadmap for achieving it.

* Directs process improvement projects and programs to improve the efficiency and effectiveness of GAO's operations and programs.

* Leads the development and implementation of policies, processes, and systems to ensure that transformation, process improvement, project management, and change activities follow industry standards.

* Tracks progress towards the transformation goals/performance metrics and identifies any potential risks or roadblocks and implements mitigation strategies and makes adjustments to the plan, as needed.

* Serves as the Executive Director for the Continuous Process Improvement Leadership Board. This Board provides overall strategic guidance, direction, and sponsorship of process evaluation and improvement of CPIO projects.

* Participates in deliberations and decisions concerning management and technical issues having office-, agency-, or government-wide implications. Serves as an advisor to leadership on matters within assigned jurisdiction.

* Uses portfolio management authority to direct the work of CPIO; is held accountable for the success of the team/unit's line or staff functions; monitors and evaluates the progress of the organization toward meeting goals; makes adjustments in objectives, work plans, schedules, and commitment of resources; evaluates and provides input on the performance of employees; makes decisions on people-related matters such as selections, promotions, awards, and training; supports GAO's equal employment opportunity (EEO) goals, core values, and People Values by positive example and appropriate action.

Qualifications

Technical qualifications

* Experience leading business process improvement projects to improve processes used by knowledge workers.

* Experience orchestrating transformation initiatives to build new functional capabilities that support strategic shifts in a knowledge worker organization or environment.

* Experience using change management methodologies, frameworks, and best practices to lead an organization through enterprise-wide change initiatives.

NOTE: For this position, knowledge work is described as work that requires a combination of convergent and divergent thinking to solve "non-routine" problems. Experience with only manufacturing processes is not qualifying for this position.

Desired qualifications

* The desired qualifications are qualifications that our ideal candidate will have. You can still be considered for this position if you do not have them.

* The desired qualifications for this position are:

* A change management certification such as the Association of Change Management Professionals' (ACMP) Certified Change Management Professional (CCMP) or Prosci's Certified Change Practitioner.

* An applied master's or doctorate degree that focuses on people behavior in the workplace. Examples include industrial-organizational psychology, organizational psychology, organizational development, or organizational behavior.
