MAJOR FUNCTION
Coordinating all aspects of the Division's Transportation Community Investment Program (CIP), fiscal accounting activities and functions, auditing, governmental tracking/accountability, and administrative work for the Roads and Drainage Division.
ILLUSTRATIVE DUTIES
•Responsible for preparing, overseeing and reviewing division account receipts, and expenditures.
•Recommends and prepares necessary request procedures for budget transfers.
•Prepares payment authorization, relative correspondence, and reports for authorized signature.
•Assists with gathering information and performs special investigations related to various projects/programs presenting information in a reporting, statistical and/or fiscal format for evaluation/analysis purposes.
•Advises the Section Manager and Division Director of fiscal matters and prepares periodic reports of budget status.
•Maintains various division spreadsheets utilizing Microsoft Excel to ensure accuracy and integrity.
•Trains other fiscal personnel within the division.
•Responsible for supervision of subordinates in the absence of the Section Manager.
•Prepares progress charts and schedules on various projects within the Division.
•Provides support for the Administrative Services Manager as necessary.
•Recommends, develops and prepares forms, policies and control systems for fiscal and purchase procedures in accordance with county fiscal guidelines.
•Writes and distributes division fiscal related administrative memorandums, procedures, and correspondence.
•Interprets fiscal and general record keeping, administrative memorandums, procedures, and correspondence.
•Responsible for ensuring that accounting processing methods and techniques meet auditing procedures, including GASB 34 requirements.
•Responsible for recommending improvements and ensures record keeping efforts meet all legal/contract requirements.
•Responsible for all archived fiscal records and retrieval of such records as needed.
•Responsible for formatting, compiling, and assisting with budget preparation.
•Oversees the division property control system and other division fiscal record systems.
•Responsible for planning implementing and overseeing the use of a financial, fiscal, and managerial database and system programming needs for division requirements and needs.
•Evaluates and determines efficient means of modifying, changing, or enhancing division reporting/record keeping programs.
•Ensures database information is maintained to meet current activity requirements and assist with making recommendations for hardware purchases and expansion needs.
•Attends staff meetings as required.
•Performs related duties as required.
KNOWLEDGE, ABILITIES AND SKILLS
•Knowledge of accounting, purchasing, financing, auditing and expenditure control systems, procedures, and regulations.
•Must have the ability to see, hear, write, ambulate independently, and perform data entry keying efforts.
•Ability to speak in a manner that can be understood.
•Ability to research, investigate, detect, verify, recognize and recommend solutions.
•Ability to prepare complex financial reports and statements.
•Ability to use good judgment and make independent decisions.
•Ability to plan, train, assign and supervise the work of others.
•Ability to maintain an effective working relationship with employees, officials, and the public.
•Skillful writing, reporting, communicating, and record keeping activities.
MINIMUM QUALIFICATIONS
•Graduate of an accredited four (4) year college or university with course work in accounting, business administration or a related field. A comparable amount of related training and experience may be substituted in lieu of education. This substitution acceptability shall be determined by the sole discretion of the County.
•Minimum two (2) years fiscal accounting, governmental administrative accounting or related business administration experience, and
•Minimum two (2) years' experience with large annual budgets and a significant number of transactions.
•Must be able to utilize all features afforded by word processing software and other required software (i.e.: Microsoft 365) and personal computer equipment utilized by the assigned work unit.
•Must possess a valid driver's license or be able to secure a valid Florida driver's license at the time of employment. Must not have had a preventable crash or a moving violation within twelve (12) months prior to making application.
SPECIAL REQUIREMENT
This position may be required to report for work when a declaration of emergency has been declared in Polk County.
