The Department of Criminal Justice Services is seeking a collaborative and innovative team player to serve as a full-time Grant Support Specialist in Richmond, Virginia. This position supports the agency’s Grants Management Section and will work within the On-line Grants Management System (OGMS) in an administrative capacity supporting a large grant portfolio. This position works with all levels of program staff, administrative staff, grantees, and agency management. What you will do:
● Receives and reviews incoming sub-grant materials for accuracy, completeness and compliance with policy and procedure guidelines.
● Assists the teams Grants Administration Supervisor in managing the agency’s grant making activities.
● Issues grant awards, denial letters, and compliance materials; approves budget amendment requests; and applies knowledge of accounting functions or principles and/or applicable computer systems to process account payables and account receivables financial transactions in the Cardinal system.
● Prepare grant materials and correspondence for the agency Grants Committee and CJSB for review.
● Approve changes to grant authorized officials, process grant extension requests, approve registrations, and process correspondence in the agency’s On-line Grant Management System.
● Maintain compliance with federal requirements for FFATA and Sam.gov.
● Process request for fund and 599 payments manually using OGMS.
● Interacts frequently with internal and external customers via phone and email to discuss grant and technical matters.

Minimum Qualifications

What the ideal candidate must possess:
● Experience with account payables and/or account receivables.
● Experience with Microsoft Office Suite to include, but not limited to Word, Excel, Outlook, Access, etc.
● Knowledge of office procedures and spelling, grammar, punctuation, and arithmetic.
● Experience with Adobe Acrobat and web browsers such as Google Chrome.
● Experience with data entry processing and ability to work accurately with minimal errors.
● Experience with document preparation, report writing, and sending/receiving correspondences and memos.
● Knowledge of telephone etiquette and the ability to exercise discretion and maintain confidentiality.
● Experience with customer service in an office setting to engage with internal and external constituents.
● Experience with analyzing and organizing complex data and processing information logically.
● Ability to review work for accuracy with a strong attention to detail.
● Ability to recognize, analyze, and solve a variety of problems independently.
● Ability to think strategically and cross culturally, and independently implement new initiatives and projects.
● Ability to articulate, both orally and in written form, clear and concise program objectives and goals and summarize achievements of programs in reports and other documents as requested.
● Documented experience working as an active, contributing team member, as well as an independent and self-motivated employee.
● Demonstrated ability to meet critical deadlines, handle multiple assignments, changing priorities, and ensure timeliness and quality of completed assignments.

Additional Considerations

● Knowledge of state and federal laws, rules, and regulations related to grants management.
● Knowledge of Cardinal to process account payables and/or account receivables.
● Experience with grants management software.

Special Instructions

Interview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The candidate selected for the position must successfully complete a criminal background investigation and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. The individual may also be responsible for submitting an annual Statement of Personal Economic Interest. In addition, the selected candidate who begins original employment or re-employment in this position must serve a 12-month probationary period effective from the date of employment. The anticipated starting salary range is $45,000 to $51,000 plus the state’s benefits package.
