Job Summary:
The University of San Francisco seeks an enterprising and resourceful person to serve as the Director of the Office of Contracts and Grants (OCG). The office is charged with supporting USF's government-sponsored research, training, and service grants at the pre- and post-award stages. OCG supports a diverse community in pursuing funding to support USF's strategic priorities, including promoting student success, faculty research, global and community outreach and inclusive excellence. The Director partners with the Senior Director of Corporate and Foundation Relations, campus leaders, faculty, and staff to successfully resource key initiatives.
The Director reports to the Senior Vice Provost for Curricular Innovation and Inclusive Excellence, and will work closely with academic, development, and business offices in the University. OCG serves as a one-stop office for the processing and managing of government grants and contracts within a friendly and supportive environment. The Director supervises, trains, supports and mentors OCG staff in pre- and post-award grants administration.
Full Job Description:
Essential Job Responsibilities
  • The Director keeps up to date with federal regulations and legislation affecting grant awards.
  • The Director supports government-funded research and scholarly activities consistent with the priorities and Jesuit mission of the University.
  • The Director supervises and manages OCG staff and maintains a collegial working environment.
  • The Director works with the OCG staff to facilitate the development of multi-component proposals, including the development of complex budgets, review of agency guidelines, and submission of proposals and other required submission materials.
  • The Director works with the OCG staff to develop and conduct workshops and other training for University personnel to increase awareness of funding opportunities, proposal writing skills, and other tasks associated with the proper management of sponsored projects.
  • The Director reviews government sponsored awards, subcontracts and contracts to ensure University acceptance and compliance with the funding agencies' terms and conditions.
  • The Director maintains subcontract templates to ensure compliance with the terms of the original prime award.
  • The Director oversees and approves post-award tasks for government grants, such as no-cost extensions, review of required reports to funding agencies, budget revisions, and other necessary tasks.
  • The Director reviews annual, progress and other required reports for state and federal awards prepared by OCG staff and submits these to the agency's portal.
  • The Director prepares the quarterly draw documents for government agencies and submits these to the Accounting and Business Services Office for processing.
  • The Director establishes and maintains effective communications with grant program officers and program specialists at government funding agencies.
  • The Director manages an internal proposal routing and approval system to alert deans and other appropriate officials of proposals being submitted to ensure institutional support.
  • The Director manages an internal proposal and award tracking system and master calendar for government-funded projects.
  • The Director works with the OCG staff to ensure training of new and/or current business managers to become familiar with the grant budget and allowable and non-allowable expenses.
  • The Director works collaboratively with the dean's offices, business managers, principal investigators, and related personnel/offices in the various schools and colleges to ensure effective institutional administration and support of grants.
  • The Director works collaboratively with Corporate and Foundation Relations within the Office of Development, the University's Office of Accounting and Business Services and other relevant offices in order to support externally-funded projects at the University of San Francisco.
  • The Director performs sub recipient management and monitoring in compliance with the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Performs other duties as assigned.
Requirements
  • Bachelor's degree and 5 years of experience managing grants or sponsored projects required; Master's degree preferred.
  • Three years in the management role with demonstrated ability to supervise staff and manage an office budget.
  • Evidence of leadership success in comparable situations.
  • Three years of experience in higher education is preferred, such as a university or research setting.
  • Highly developed written communication, oral communication, interpersonal, and organizational skills.
  • Capacity to produce creative and innovative solutions and approaches to common problems in the field.
  • Knowledge of research compliance and familiarity with intellectual property administration;
  • Knowledge of federal agency practices, regulations and policies.
  • Experience in pre- and post-award activity.
  • Experience working with multiple grants at any given time and ability to prioritize and manage office tasks and responsibilities.
  • Strong equity lens, cultural humility and proven ability to work well in a diverse context.
  • Ability to exercise a high level of diplomacy, discretion, and confidentiality.
  • Thrives in a fast-paced, intense working environment, is adaptable and able to pivot.
