Department of the Army is Hiring a Supervisory Budget Analyst with Security Clearance Near Aberdeen, MD

Duties * As Chief, Budget Execution Division (BED) in CECOM G8, supervises the performance of various budget execution functions for all funding types in the Command. * Provides supervision, guidance, leadership and direction to subordinate branch chiefs responsible for: Interpreting higher headquarters budget execution guidance; reviewing and analyzing budget data to create/distribute Command-wide reports. * Provides Command-level staff coordination for execution of budgetary resources in support of Command program and mission. * Provides Year of Execution data to support future-year programming activities. * Provides programming and budget execution expertise and is recognized as an expert in these functional areas when serving on Command-level Integrated Product Teams (IPTs) and initiatives. * Presents recommendations to promote efficiency, economy and balance in the development and execution of operating funds. * Collaborates with leadership of other units to negotiate and / or coordinate work-related efforts. * Directs the accomplishment of budget year execution and reprogramming actions to assure maximum program accomplishment within available resources for both Direct Army and customer programs of multiple appropriation types. * Monitors and reports on Command program budget execution in accomplishment of established goals. Makes recommendations for adjustment to achieve mission outcomes. Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * This is a DoD Financial Management Level 3 Certified position. Incumbent is required to obtain Financial Management Level 3 certification within 24 months of occupying the position. * This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time. * This is a supervisory position. A one-year probation to assess your ability to perform supervisory duties is required unless previously completed. SPECIALIZED EXPERIENCE: One year of specialized experience which includes (1) Interpreting and providing higher headquarters programming and budget execution guidance; (2) Analyzing budget execution and financial trends to advise senior leadership regarding necessary resource management actions, to include corrective budgetary and/or reprogramming actions; (3) Providing leadership to a resource management team through subordinate supervisors or team leaders; and (4) Coordinating with stakeholder groups to promote sound resource management practices. This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS-14 grade Step 1 to the highest equivalent GS-15 grade step 10 in the broadband. The salary for this NH04 position is $139,395 to $191,900 including locality at the rate of 33.26%. Management will set the selectee's pay for this position within the salary range consistent with the qualifications and education of the selectee and the expected contribution for the position.
