Overview:

Under the direct supervision of the R&D Site Manager, the R&D Operations Supervisor is responsible for the organization and direction of all R&D technicians. This includes daily supervision, monitoring, and coaching of employees to ensure a productive workforce in compliance with applicable policies: work planning, corrective action program support, training, resource scheduling and planning, requisition of materials and equipment, evaluation, and management of lab performance.

Responsibilities:
  • Supervise Union R&D Lab Technicians in support of in-house research goals.
  • Assist with developing work breakdown structure for field tasks required for the installation of new or modification of existing research projects.
  • Estimate field work required to build or modify R&D projects.
  • Perform design reviews and provide feedback to engineering on constructability of designs.
  • Complete purchase requests to order materials.
  • Track delivery & stage materials at job sites to maximize technician efficiency.
  • Conduct Plan-of-the-Day meetings with technicians to provide daily work assignments and guidance.
  • Complete job hazard analysis and work plans necessary to communicate hazards and mitigations to employees.
  • Conduct routine toolbox safety talks.
  • Report on actual/percent complete of technician tasks on all work orders.
  • Identify technician training and equipment (tool) needs.
  • Identify and train a back-up to manage key tasks when absent.
  • Track actual technician hours against planned for all jobs and approve timesheets.
  • Participate in work planning & Union grievance meetings.
  • Serve as backup for R&D Site Manager when needed.
Qualifications:
  • High school diploma or GED/TASC/HiSET and at least five (5) years of direct job-related experience.
  • Excellent written and verbal communication skills.
  • Steward the organizational culture with a focus on teamwork and commitment to service amidst a diverse colleague and customer base.
  • Ability to quickly adapt focus, adjust schedule and problem solve to meet evolving work demands and needs of the SR&D Site Manager and other stakeholders.
  • Highly resourceful team-player, with the ability to also work independently and balance multiple competing priorities and tasks.

Preferred Qualifications

  • Vocational/technical training beyond high school with at least ten (10) years of job-related equivalent experience.
  • Five years supporting R&D operations at NETL Pittsburgh.
  • Five years performing one of the following trades, electrician, welder, pipefitter, plumber.
  • Two years leading construction/maintenance crews.
  • Prior experience in working on and managing employees in support of a government contract.
  • Excellent Word and Excel skills
  • Experience with work breakdown structures and resource loaded schedules.

Conditions of Employment

Work Environment/Physical Demands:

Physical and Mental Demands

  • This job operates in a professional office environment with a stationary computer for extended periods of time. Must be able to reach with arms and use hands and fingers to type.
  • The work environment may be inside laboratories where mechanical equipment is being installed, tested, analyzed, monitored, or operated and / or maintained. Equipment may be loud and noisy and/or have exposed moving components.
  • The performance of this position may occasionally require exposure to areas that require the use of personal protective equipment such as protective suits, safety glasses with side shields and mandatory hearing protection.
  • Able to lift equipment (up to 25 pounds).

Integrated Safety Management

  • Know and follow environmental, safety, and health (ES&H) policies and procedures applicable to the job.
  • Be knowledgeable and maintain awareness of associated ES&H hazards and work safely in accordance with hazard controls.
  • Report all unsafe operations, and, if necessary, exercise stop-work authority in cases of imminent danger.
  • Work only on those tasks in which they have the required competence, training, skills, and abilities to prevent injury to oneself, employees, the public, or the environment.
  • Maintain active involvement in the introduction, revision, and/or promotion of ES&H/ISM programs.

Hours of Work

Shift hours are determined by contract, typically Monday through Friday daylight schedule. Flexibility related to work hours as project demands arise. Must be able to work evenings, weekends, and holidays as needed.

Travel:

Some travel may be required, up to 5% of the time. The travel may be local or national and may be by car, rail, or air.
