Description

This position exists to operate and maintain a quality physical environment that is attractive, comfortable, clean and functionally focused to enhance student learning. The incumbent serves and contributes to the success of College students, staff and guests in its responsibility for the maintenance, operation, repair and improvements of buildings and grounds, mechanical/electrical/HVAC systems, architectural and engineering services, custodial care and event set-up, access controls, parking and public safety services, and environmental health and safety programs. Responsibilities include assigning and controlling flow of work, managing related policies and procedures, capital improvement project planning and administration, and operating and capital budget development and oversight. It utilizes outside contracted services along with a small internal staff.

MAJOR OBJECTIVE:

  • Maintains buildings, mechanical, and controls systems. Contracting and coordinating third party services as needed.
  • Operates energy management system and controls working towards an energy efficient and effective operation.
  • Plans and operates alarms management and access controls systems.
  • Supervises and performs grounds maintenance, parking lot and walkway maintenance, and campus beautification.
  • Ensures proper care in the safe use and maintenance of physical plant and grounds tools, equipment and supplies.
  • Purchases supplies and equipment within the College purchasing guidelines.
  • Supervises work of the out-sourced staff and student workers across all areas of responsibility.
  • Prioritizes and ensures work-orders requested are completed in an effective and timely manner.
  • Develops the annual operational and capital budgets for facilities and public safety.
  • Leads construction or remodeling projects’ planning and buildout on-time and within budget.
  • Oversees an outsourced public safety team to a comprehensive safety department to provide a safe learning and working environment for students, employees, and guests.
  • Develop and improve and implement safety policies and procedures in compliance with federal, state, and local laws.
  • Chairs the College Safety Committee while monitoring and correcting potential campus safety hazards in a timely manner.
  • Leads compliance efforts for OSHA, ADA, other Federal regulations and City, County and State building and fire code requirements.
  • Oversees the College’s emergency operations plan and is a primary leader during implementation of the plan.
  • Leads the development and maintenance of emergency/disaster preparedness and recovery plans.
  • Other duties which may arise from time to time.

Qualifications


  • Bachelor’s Degree OR Associate Degree and 5 years of professional administrative and supervisory experience (to substitute for the Bachelor’s Degree);
  • 5 years of Facilities Management or Building Trades Management demonstrating increasing levels of complexity and responsibility;
  • Background of management, operations and troubleshooting experience in: HVAC equipment, chillers, steam boilers, electrical and direct digital control systems, fire and burglar alarm systems, sprinkler systems and heavy equipment;
  • 5 years of experience with staff management and supervision including hiring, work assignments, professional development, performance evaluations and coaching;
  • Strong knowledge and understanding of facility planning, physical plant operations and practices, and safety and security guidelines and practices;
  • Project Management skills sufficient to manage multiple projects simultaneously, create clear and attainable project objectives, build project requirements, oversee the cost, time and scope of projects, communicate progress and end results;
  • Knowledge of OSHA, EPA, HAZCOM, Lockout/Tagout, Bloodborne Pathogens requirements;
  • Chief-C Boiler Operator License
  • Experience in planning and budget development;
  • Effective written and verbal communication skills sufficient to participate in discussions and communicate technical information to both technical and non-technical personnel.
