This is an OPEN recruitment to establish an eligibility list and fill a vacancy. The eligibility list will be used to fill permanent vacancies which may occur during the life of the eligibility list.
Positions in this classification are full-time 40 hours per week, 12 months per year.

BASIC FUNCTION:
Under general supervision of an assigned Administrator, provides responsible, professional-level risk management work with special emphasis on the District's workers' compensation program. Implements and manages a comprehensive risk management program, including directing and leading trainings and regulatory compliance programs related to safety issues.
FUNCTION & DUTIES

Plans, coordinates and directs activities of Risk Management, including workers' compensation, student insurance, comprehensive liability, property damage and general insurance coverage. E
Oversees and administers the State Workers' Compensation program for the District in compliance with collective bargaining agreements, State Workers' Compensation laws, Labor Code, Cal OSHA, Rules and Regulations, Education Code, HIPPA, and FHA/ADA laws, California Disability Rating System. E
Manages investigations, responds to legal correspondence, and oversees timely responses by the industrial clinic, MPN, and third-party administrator. E
Manges the District's Return to Work Program; conducts interactive/accommodation meetings; maintains confidentiality of sensitive and privileged information. E
Manages the injury and illness Protection Plan (IIPP) and follow up with employees, school sites and administration. E
Plans, organizes, implements and administers the District's comprehensive risk management program; conducts research and detailed and comprehensive analyses in risk management areas, including liability, property, theft and on-the-job accidents and injury, and determines and recommends means to contain or reduce the incidence and costs of losses, insurance and other expenditures, as well as to fund and manage losses. E
Serves as a District point of contact for accommodation efforts in cases involving occupational injury; confer with appropriate departments to find suitable positions within doctor's restrictions; identify limited or light duty transitional positions and alternate duties for employees who can work while recuperating; obtains necessary medical data to make decisions regarding return-to-work and placement. E
Analyzes data and trends in workers' compensation area; develops and prepares recommendations to revise procedure and plan changes, resolving hazardous conditions/actions. E
Communicates with various personnel, legal teams, investigators, and third-party administrators to ensure compliance with Workers' Compensation rules and regulations. E
Collaborates with representatives of other organizational units to implement policies and procedures and to accurately and expediently resolve issues. E
Inspects school/work sites to ensure OSHA compliance. E
Manages the processing of new injuries and monitor handling of workers' compensation claims; interview employees regarding claims filed for the purpose of obtaining and reporting accurate information. E
Maintains a variety of information including contracts, claim files, employee records to provide up to date reference and audit trail. E
Participates and conducts meetings, trainings, workshops as assigned to convey or gather information required to perform functions. E
Prepares a variety of written and electronic reports, memos, letters to appropriate parties to document activities, respond to inquiries, provide written reference and/or convey information. E
Provides information to employees, answers questions about policies and procedures, informs employees of benefits under CA Workers' Compensation to ensure eligibility, conveys information, and processes claims. E
Manages the ergonomics program for the District. E
Testifies in court as needed. E
Supervises staff. E
Performs related duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES

KNOWLEDGE OF:
State of California Workers' Compensation laws and Americans with Disabilities Act (ADA) rules and regulations.
Methods, practices and procedures used in workers' compensation administration.
Applicable laws, codes, rules and regulations related to assigned activities.
Liability potential of industrial health hazards.
Statistical methods and analysis as applied to the fields of safety and risk management. Investigative techniques as they relate to claims, including current research, trends and methods in the field of Workers' Compensation.

Coordinate and organize programs in the field of Workers' Compensation.

Analyze new and revised statutes and proposed legislation to determine effects on programs and departments.
Analyze problems and needs of injured employees and develop courses of action that lead toward constructive solutions.

Prepare and deliver oral presentations.
Establish effective working relationships with other employees.
Communicate effectively orally and in writing.
Maintain comprehensive files and records.
Operate a variety of office equipment, a computer and assigned software.
Meet schedules and timelines.

EDUCATION AND EXPERIENCE, LICENSES AND OTHER REQUIREMENTS

Bachelor's degree in business administration, public administration, human resources or closely relate field. Four years of experience in human resources, risk management or workers' compensation. Experience performing risk management or workers' compensation duties in a school district or public agency is highly desirable.
Valid California driver's license. Must be, and remain, insurable under the District's vehicle driver's insurance policy at the standard rate.
Designation as a Workers' Compensation Claims Administrator (WCCA), Workers' Compensation Claims Professional (WCCP) or Associate Risk Management (ARM) preferred.
Full-time Management and Confidential Employees earn up to:
  • 22 paid vacation days per year
  • 3 paid management compensation days per year
  • 14 paid sick leave days per year with unlimited accumulation
  • 13 paid holidays
The District offers two excellent medical plans, Blue Shield and Kaiser Permanente ; two dental plans, Delta Dental and MetLife SafeGuard ; and vision care through Vision Service Plan (VSP). Currently full-time employees (employees working 6 hours or more per day) pay 20% of the premium cost for these plans. All plans are available to the employee and their dependents. This coverage is available to employees working a minimum of 20 hours per week.
Retirement benefits include membership in CalPERS (California Public Employee's Retirement System) and Social Security (OASDI). This is a joint contribution plan. To qualify for CalPERS an employee must work a minimum of 20 hours per week or already be a member, if not the employee is eligible for an alternative retirement plan.
Additionally, the District encourages employees to pursue professional growth, and provides financial incentive for classified employees completing professional growth programs. Additional benefits available to employees to which the District does not contribute include life insurance, a Section 125 Flexible Benefit Plan, an income protection plan, and a credit union.
Substitute employees are not eligible for vacation or holiday pay but are eligible to earn sick leave at the rate of one hour per 30 hours worked not to exceed 48 hours. Further, substitute employees are not automatically eligible for CalPERS or District health benefits.
