Job Description

Under general direction, makes inspections of underground and overhead communications lines and cables to ensure compliance with applicable codes and laws. Requires responsibility for explaining and enforcing existing codes and laws governing underground and overhead fiber optic lines and cables pertaining to the communications systems of the City and County of San Francisco. Makes regular contact with the general public, other departmental personnel, outside organizations, and representatives in connection with the interpretation of project scope, community impact, safety concerns, and enforcement of line codes and laws.

Essential Duties:

  • Inspects overhead and underground power and communications lines and cables for conformance with existing codes and laws; inspects communication and electrical installations in various districts across the City for violations of departmental compliance.
  • Prepares, reviews, evaluates, and submits a variety of documents such as reports, maps, memos, and letters on all inspection activities using computers and associated software.
  • Regularly meets with representatives of other departments, third-party stake holders, and the general public for discussions pertaining to job or project scope. Meets with Engineers, Project Managers, and representatives of 3rd party construction to ensure that DT’s interests and requirements are adequately met.
  • Explains, interprets, and enforces existing codes and laws pertaining to overhead and underground power and communication lines and cables governed by the GO95.
  • Inspects scaffolding and similar structures erected on streets and sidewalks to ensure compliance with electrical and safety codes and regulations.
  • Related duties as required.

Knowledge, Skills, and Abilities:

Requires considerable knowledge of electrical construction and electrical theory and its application to underground and overhead fiber optic, communications, and power lines and cable; the codes and laws applicable to overhead and underground cables, especially governed by the GO95; applicable safety regulations and procedures and the safe use of tools and equipment.

Requires ability to oversee, direct, evaluate, and make recommendations on the work of others; maintain records and prepare reports of inspectional activities; drives vehicles to make field inspections.

Requires ability to read and interpret electrical and communications line and cable installation plans, prints, and specifications; review requests and provide recommendations; disseminate information verbally, effectively, firmly, and courteously with others in enforcing codes, laws, and compliance.

Job Type:

This Temporary Exempt - Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The anticipated duration of this project position is thirty-six (36) months and will not result in an eligible list or permanent civil service hiring.

Nature of Work:

Candidate must be willing to work a 40-hour week, Full-time, predominantly day shift 7-3:30 pm that may include weekends, as determined by the department, including Swing Shift (3pm-11pm) and Graveyard Shift (11pm-7am). 

Requires considerable physical effort and dexterity in the use of fingers, limbs, and body; normal color vision; use of ladders and aerial lift bucket; lift objects weighing up to fifty (50) pounds to waist level; work outdoors in all types of weather. Incumbents may be required to work on energized equipment and cables, in confined, underground or elevated areas and in inclement weather, in heavy traffic, and at heights; may work with toxic/hazardous substances; work in a 7 day/24-hour operation; wear Personal Protective Equipment (PPE); may be required to work day, swing or night shifts, including weekends and holidays.

Work Location:

The incumbent will conduct the majority of work at various City Agencies throughout the City of San Francisco as well as some remote CCSF facilities outside of the City and County of San Francisco. The incumbent's primary reporting and dispatch location will be 200 Paul Ave., San Francisco, CA 94124.

If hired, incumbent must be a resident of or relocate to the State of California within 4 weeks as a condition of employment.

Qualifications

Education:

Requires possession of a high school diploma, General Education Diploma or California High School Proficiency Certificate.

Experience:

Five (5) years of full-time verifiable journey level experience in the installation, construction, maintenance and repair of overhead and underground power lines and Communications lines.

License and Certification:

Possession of a current, valid Class C driver's license.

Desirable Qualifications:

  • Knowledge of: basic maintenance, repair, and installation of communications and traffic and street lighting systems, transit power lines, and overhead and underground electrical transmission lines including the use and care of basic hand tools used by an electrical line crew; safe working practices and the correct and safe use of basic tools, equipment, and Personal Protection Equipment (PPE).
  • Skill in the care and use of basic tools for general laboring and electrical maintenance work (e.g. hand tools, pneumatic tools, pavement breakers, etc.)
  • Ability to effectively interact with co-workers, subordinates, representatives from other divisions and/or departments, and the public.

Note:

Security Clearances & Background Investigations : Positions in this classification may require that successful candidates who become eligible for appointment may be required to go through a background investigation to determine the candidate's suitability for employment in this classification. Factors considered in the investigation may include employment history, use of illegal/controlled substances. Failure to obtain and maintain security clearance may be basis for termination.

Experience claimed in self-employment must be supported by documents verifying income, earnings, business license and experience comparable to the minimum qualifications of the position. Compensation: $74.8625 (hourly) / $155,714 (annual)
