In accordance with the Agreement between the Organization of School Administrators and Supervisors (OSAS) and the Board of Education of the School District of the City of Detroit, the following vacancy is announced.
Position Summary:
The Exceptional Student Education (ESE) Supervisor for High Schools works under the direction of the ESE Lead Administrator for High Schools to coordinate, monitor, and evaluate the comprehensive continuum of services at the high school and post-secondary levels. In collaboration with District and community stakeholders, the ESE Supervisor for High Schools will ensure students with exceptionalities in grades 9-12 and post-secondary are provided with sound educational programs, experiences and services commensurate with their needs and abilities. The ESE Supervisor for High Schools serves as a resource to parents, District personnel and the community.
Minimum Qualifications:
  • A master's degree or higher in Education or field related to special education
  • Valid full approval or endorsement in at least one area of special education from the Michigan Department of Education
  • Approved, or is qualified for approval, under Michigan Department of Education requirements for Supervisor of Special Education (full or temporary approval)
  • A minimum of five (5) years of successful certified teaching experience in special education, three (3) of which must be at the high school level; or five (5) years successful employment in a related service support position
  • Knowledge and understanding of Michigan Administrative Rules for Special Education and how it relates to the development, implementation and monitoring of ESE programs, services, procedures and processes
  • Demonstrated leadership ability in past assignments
  • Excellent interpersonal, verbal, and written communication skills
  • Proficient with basic computer skills and web-based systems
  • Experience and strong orientation toward urban school systems, preferred
Essential Functions:
  • Monitor and maintain documentation related to student progress on IEP transition outcomes, goals, and objectives.
  • Actively participate and contribute to the DPSCD High School Reform process.
  • Serve as a resource for District staff, families, and students on post-secondary options as they relate to individual student transition outcomes.
  • Monitor ESE progress on state SPP indicators, including but not limited to transitions, graduation/dropout, suspension/expulsion, assessments, and post-secondary outcomes.
  • Identify trends in school performance for students with exceptionalities based on data gathered within high schools, and as compared to same age peers without exceptionalities.
  • Interact with parents of students with exceptionalities for the purpose of defining and implementing services addressing the unique needs of each eligible student.
  • Implement and maintain ESE programs through collaboration with District personnel, colleagues, and community stakeholders.
  • Participate in the design and coordination of professional development activities to inform and equip staff with knowledge and skills needed in Special Education programs.
  • Lead staff in the development and evaluation of ESE programs and services for continuous improvement, to ensure compliance with state and federal mandates, and the alignment of specialized instruction and assessment with District curriculum standards.
  • Monitor assigned programs and projects to ensure alignment with district and state curriculum and instructional objectives.
  • Assist with recruiting, recommending and assigning teachers and support aides in compliance with special education rules and regulations.
  • Prepare written documents for the purpose of responding to inquiries and conveying information.
  • Maintain appropriate student and program data to support the development, presentation and management of program budgets.
  • In collaboration with District personnel, develop and deliver parent and community trainings that promote cooperative and supportive working relationships to improve the outcomes of students with disabilities.
  • Review and recommend teaching/learning materials and supplies.
  • Participate in ongoing professional growth and development to remain current on researched based best practices.
  • Provide assistance with the investigation, resolution and implementation of corrective actions related to complaints, due process hearings and compliance monitoring.
  • Provide consultation to ESE Leadership Team, principals, curriculum leaders and supervisors regarding program operations, compliance, curriculum modifications, accommodations and purchases of instructional materials and texts.
  • Develop model lesson plans that address the unique vocational needs of students.
  • Demonstrate fiscal integrity and accountability.
  • Support, supervise and evaluate ESE staff as assigned.
  • Fulfill other duties and responsibilities as assigned.
  • Security Clearance:
    Internal Applicants
