Vacancies will be filled in the following specialty areas:

LARGE BUSINESS INTERNATION ADCCI for any area or team within ADCCI, including Compliance, Planning & Analytics (CP&A); CP&A-Workload, Planning & Delivery (WDD); and CP&A-WDD-Office of Tax Shelter Analysis

The following are the duties of this position at the full working level.

* Auditing and Accounting Knowledge of accounting and auditing principles, standards, procedures, techniques, and changes in accounting and auditing practices to plan, direct, and evaluate the work of subordinates.

* Tax Law Knowledge of Internal Revenue Code and related laws, court decisions, regulations, and precedent rulings to provide authoritative technical guidance to examiners and reviewers.

* Balanced Measures Knowledge of Service's and LB&I's Balanced Measurement System and initiatives. Industry Expertise Knowledge of industry practices, regulatory provisions, and emerging trends to represent the Operating or Functional Division with stakeholders and to plan, direct, and evaluate the work of subordinates.

* Specialty Support Programs Knowledge of specialty programs, including financial products, economist, engineer, computer audit, international field specialists, and employment programs.

* Telework Eligible Positions: Telework eligible positions do not guarantee telework. Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

IOR BASIC REQUIREMENTS:

A Certificate as a Certified Public Accountant (CPA) or a bachelor's or higher degree in accounting that included at least 30 semester hours in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management, or finance.

OR

A bachelor's or higher degree in a field other than accounting or a combination of education and experience equivalent to 4 years that included at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above.

OR

Currently or previously held an Internal Revenue Agent GS-0512 position for at least one year.

SPECIALIZED EXPERIENCE IR-04: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the pay band or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include:

* Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others.

* Experience applying regulations, other official guidance, and principles, including the latest procedures and techniques sufficient to oversee the planning, development, and implementation of the technical aspects of programs specific to the position being filled.

* Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.

In addition, specialized experienced includes using accounting and auditing principles, standards, procedures and techniques to provide oversight and direction to others; Experience with the identification, development or resolution of U.S. income tax principles related to pre and/or post filing examination of taxation issues; Experience applying knowledge of tax law and experience transferring technical knowledge, i.e., making presentations, teaching, mentoring, on-the-job instructing (OJI), writing on technical issues, etc.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. * Tour of Duty: Monday - Friday, 8:00am - 4:30pm.
