The Illinois Department of Revenue is seeking to hire two (2) attorneys to support its Litigation efforts. Under general direction, the attorney hired in this position will assist the Deputy General Counsel and other Department attorneys draft and review legislation and administrative rules, advise agency staff and the public on interpretation of Illinois property tax laws, and formulate legal guidance on matters related to property tax. The incumbent will also represent the Department in complex tax litigation hearings and cases. This position is an excellent opportunity for an attorney with litigation experience who is also seeking experience interpreting and applying tax statutes and administrative rules in the field of property tax.

Essential Functions

  1. Under administrative direction, performs highly responsible and specialized duties of a legal advisory nature.
  2. Renders oral legal opinions as to application of Property Tax statutes and their respective rules and regulations as they relate to varied and occasionally complex fact situations, as presented, telephonically and in person, by lawyers, public accountants, taxpayers, state officials and the general public, and specifically while attending practitioner meetings and work group sessions.
  3. Drafts bills for presentation to the legislature.
  4. Prepares written legal opinions, in draft form for submission to supervisor, such letter rulings are in response to written requests for information concerning the application of the Property Tax act to stated fact situations.
  5. Resolves highly complex technical and legal issues associated with complaints received relative to Property Tax cases.
  6. Assists supervisor in preparing legal documents for filing with the Secretary of State and Joint Committee on Administrative Rules relative to rule making activities initiated by the Division.
  7. Performs general law duties pertaining to Property Taxes.
  8. Serves on project teams throughout the Illinois Department of Revenue (IDOR) for the purpose of rendering legal advice and interpreting the various tax acts, Federal tax laws, rules and regulations and judicial decisions.
  9. Participates in drafting Property Tax forms and instructions, notices, letters, bulletins and allied documents.
  10. Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires graduation from a recognized law school.
  2. Requires the possession of a license to practice law in Illinois.
  3. Requires three years professional experience in the practice of law in the area of property or tax law.

Preferred Qualifications

  1. Three (3) years of experience working with common law and state and federal laws, particularly relating to administrative and regulatory functions.
  2. Three (3) years of experience working with judicial and quasi-judicial procedure and of the rules of evidence, hearings, and trials procedures.
  3. Three (3) years of experience working in the field of revenue tax law.
  4. One (1) year of experience working with the Illinois Property Tax Code, rules, regulations and judicial decisions.
  5. Three (3) years of experience working with principles of administration and management, including organization, controls and techniques used in dealing with management and procedural problems.

Conditions of Employment

  1. Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  2. Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  3. Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
