The following are the duties of this position at the full working level.
  • Evaluates assigned programs through independent studies. Prepares comprehensive action plans withshort- and long-term tasks and dates; assembles, compiles, analyzes and/or summarizes statistical data and other information. Formulates conclusions and recommends business operation improvements.
  • Meets with executives and senior managers of the Service and other Federal and state agencies. Defines and communicates the goals and objectives of the Service related to assigned areas.
  • Represents the interests of the assigned program areas in all aspects of planning, execution, and implementation of programs in cooperation with other federal, state and local agencies.
  • Prepares, publishes, and circulates program and project directives, policy statements, and memoranda, nationally or as otherwise appropriate. Develops technical and procedural guidelines for publication in the Internal Revenue Manual (IRM) and the Law Enforcement Manual (LEM), and establishes criteria for measuring the effectiveness of operations.
  • Establishes a system of review, oversight and control, and reporting of project status for executives and senior managers. Presents briefings and prepares comprehensive reports advising of project progress.
  • Identifies findings, makes recommendations, and proposes corrective actions, as appropriate.
  • Leads or participates in functional and cross-functional research studies involving the analysis of technical data. Plans, coordinates, and conducts field visitations, and prepares detailed trip reports.
  • Participates as a member of a Review Team during operational reviews.
  • Reviews and makes recommendations on legislative proposals and recommendations as well as regulatory changes and executive directives. Coordinates the development and implementation of approved changes.

QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
Specialized Experience For Gs-13You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience using Federal tax law and/or tax codes; Managing assigned refund crimes-related program operations and procedures; Analyzing policy questions in the investigation/compliance area; Using CI and Treasury Enforcement automated systems to research and identify refund crimes-related violations and schemes, and/or trends; Incorporating use of investigative and analytical skills to independently and accurately analyze problems and initiate required corrective actions; Developing and implementing significant support strategies; Developing systems and processes that resolve identified problems; Independently establishing priorities and identifying meaningful objectives; Establishing timeframes to complete assignments timely; Exhibiting extensive oral and written communication skills sufficient to present and explain program objectives internally and externally to various audiences and/or impacted parties.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Travel to a temporary CI duty location will be based on business needs, with consideration given to location preference(s). This position is Remain in POD. You will remain in your current post of duty but may be required to travel to a temporary CI duty location within your home POD's commuting area to sit in CI Space.
