National Nuclear Security Administration is Hiring a Human Resources Specialist Near Washington Navy Yard, DC

Summary This position is part of the Deputy Administrator for Naval Reactors, Department of Energy. National Nuclear Security Administration Demonstration Project: This position is covered by the National Nuclear Security Administration (NNSA) Demonstration Project. The NQ-03 pay band is equivalent to the GS-13/14 grade levels. Responsibilities As a Senior Human Resources Specialist, you will: Serve as a senior Human Resources Management Specialist, performing generalist duties in support of Naval Reactors Headquarters, Department of Energy Human Resources Operations. Be Responsible for performing and/or leading technical services with a wide variety of position and personnel actions which are often sensitive, difficult and complex in nature. Provide management advisory services and operational support while utilizing an expert level knowledge of Federal human resources principles, concepts, and techniques in the performance of the following human resources specialties: Recruitment and Placement, Position Classification, and Pay Administration. Conduct delegated examining for competitive service positions. Maintain and ensure Program-wide recruitment and placement, position classification, and pay administration accuracy and consistency in interpreting and applying recruitment and placement, position classification, and pay administration standards. Provide interpretation and instruction on laws, regulations, policies and procedures. Requirements Conditions of Employment Qualifications IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. SPECIALIZED EXPERIENCE REQUIREMENTS: One year of specialized experience equivalent at the GS-12 grade level or pay band equivalent, which includes application of advanced human resource management principles, concepts, regulations and policies in order to provide expert advisory service and/or authoritative policy interpretations on complex, controversial or precedent human resources management issues. Experience also demonstrates the ability to 1) provide guidance on recruitment and selection procedures; 2) conduct job analyses, develop job announcements, review applications, and assess applicants through an automated staffing system; and 3) make pay determinations Additional qualification information can be found from the following Office of Personnel Management website: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#GS-ADMIN Time-In-Grade/Band: Current federal employees must meet time-in-grade/pay band requirements to be eligible for consideration. Applicants who are current Federal employees and have held a GS grade/band any time in the past 52 weeks must also meet time-in-grade/pay band requirements within 30 days of the closing date of this announcement. For an NQ-03 position you must have served 52 weeks as a GS-12 or equivalent. The grade /pay band may have been in any occupation, and must have been held in the Federal service. An SF-50 that shows your time-in-grade/pay band eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50s that clearly demonstrates one-year time-in-grade/pay band. We will not make assumptions that this requirement has been met. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
