Job Description

CoreHive is seeking a full-time Applications Development Expert, Rules to join our team in support of our Maryland-based customer. The Applications Development Rules position will provide expert-level of technical services in the areas of Business Rules development and integration for enterprise-level applications, custom integrated solutions, including major enhancements and interfaces, functions and features, and provide expertise in the development and integration of Corticon Business Rules with the Health Benefit Exchange (HBX) solutions and other systems.

The work location is Baltimore, Maryland and is currently a hybrid work model. Flexibility required to work overtime, as needed, including weekends, holidays, and off-hours. Must be eligible to work in the United States and have the ability to successfully complete a background check.

Responsibilities

  • Provide Corticon Rules design recommendations based on long-term IT organization strategy.
  • Develop enterprise-level applications and custom integration solutions, including major enhancements, interfaces, functions, and features.
  • Utilize a variety of platforms to provide automated and integrated systems and applications.
  • Design, develop, maintain, and support enterprise applications using Java/J2EE, Angular, PostgreSQL, Corticon Rules Engine, and MongoDB technologies.
  • Plan and execute upgrades to the latest versions of Corticon Rules Engine and related components.
  • Develop programming and development standards and procedures and programming architectures for code reuse.
  • Interface with business and IT teams to understand and translate business requirements into formal technical requirements, rules, and application code.
  • Develop and execute quality unit tests (manual or automated) to validate that application changes meet technical specifications.
  • Work with business teams to complete acceptance testing and participate in integration testing.
  • Provide technical input to the most complex and high-impact IT decisions for integrated solutions and business rules structural hierarchy.
  • Accountable for the most complex enterprise-wide applications and issues, translating highly complex technical concepts into requirements and solutions for peers and consumers.
  • Perform code review and quality analysis for developed solutions.
  • Develop and execute quality unit tests and integration plans/scripts to validate that application changes meet technical specifications and business requirements.
  • Assist with integration testing and work with business teams to complete acceptance testing.
  • Participate in technical reviews during various stages of software and application development.
  • Adhere to all security, change control, and Project Management Office (PMO) policies, processes, and methodologies.

Minimum Qualifications

  • A minimum of eight (8) years of experience in designing, developing, maintaining, or supporting enterprise information technology platforms, applications, or solutions.
  • A minimum of six (6) years of experience developing or supporting State-based marketplace (SBM) solutions, Health and Human Service systems, Affordable Care Act solutions, or any related healthcare systems or solutions.
  • A minimum of six (6) years of experience in architecting, designing, and developing healthcare applications in Java, integrating with business rules engines such as Corticon or similar products.
  • A minimum of six (6) years of experience in architecting, designing, and developing business rules using rules engines such as Corticon or similar products.
  • A minimum of four (4) years of experience in leading a team of developers.
  • Proven experience designing and working with n-tier architectures (UI, Business Logic Layer, Data Access Layer).
  • Proven strong knowledge and experience with Development tools - Eclipse IDE, SVN/GITand REST Services.
  • Proven strong analytical and debugging skills.
  • Strong knowledge of SOA, web services internals, and Java design patterns.
  • Experience with Agile software development practices.
  • Ability to work collaboratively with various technical teams, business users, managers, and other non-technical staff.

Preferred Qualifications

  • A minimum of ten (10) years of hands-on experience working experience designing, developing, and integrating complex applications with Rules Engines such as Corticon.
  • A minimum of eight (8) years of experience in Eclipse IDE, SVN/GIT, Java/J2EE, Spring/Struts/JPA/Hibernate, Web Services, and Enterprise Service Bus.
  • A minimum of five (5) years of front-end integration experience working with development, testing, and business teams on deploying business rules.
  • A minimum of five (5) years of design, development, implementation, or maintenance experience with Corticon for health exchange systems, eligibility systems, or equivalent, embedding the Affordable Care Act (ACA) eligibility rules.
  • A minimum of five (5) years of experience developing complex SQL Queries in PostgreSQL or any relational database systems.
  • Familiarity with various traditional and innovative project management approaches, tools, and project lifecycle phases.
  • Experience with managing multiple project priorities under tight deadlines.
  • Experience working with the Project Management Office (PMO) processes, policies, and procedures.
