Monday, December 6, 2021 **PURPOSE**

A key driver in maturing the function of Project, Program, and Portfolio Management (PPPM) and Delivery for the BFS IT organization. Optimize existing and implement new relevant PPPM best practices, governance and processes, and KPIs; establish and optimize work-flow processes; and reallocate more effective use of resources/talent. Work cross-functionally within the greater BFS organization to ensure that effective PPPM discipline is consistently applied to all corporate wide IT strategic initiatives, including application and program development and implementation, acquisition integrations, process standardization, quality assurance and control and change management.

Responsible for managing strategic project intake, prioritization, alignment, demand management and lessons learned for the Leadership team of all corporate IT initiatives. Collaborate with BFS business units on the selection, implementation, and oversight of project, demand, and quality management tools.

Establish and cultivate a culture of think, teach, test, and learn, continually identifying new ideas with an eye on improving the customer experience and business success metrics.

Agent of change for IT increasing adoption of and enhancing BFSs enterprise wide project management knowledge including Capital & Capacity Planning, Project Intake & Governance, Requirements & Quality Assurance and has a proven track record of results working in a high change and fast growth company.

**ESSENTIAL DUTIES AND RESPONSIBILITIES**

* Lead the office of program delivery, business analysis, quality management and change management professionals focused on driving business outcomes and effective change adoption develop metrics and action plans for scale and improvement. Ensure that all initiatives in the IT portfolio have clear business goals and success metrics

* Establish combined IT Project Portfolio(s) as the Single Source of Truth for all IT LOB project activities, priorities, and timelines, to include managing the pipeline, portfolio performance and forecasting

* Partner with IT Applications Development & Enterprise Data and Operations & Support leadership to ensure demand and quality management activities are established, governed, and continuously optimized

* Partner with Finance and Accounting to establish project budget oversight and controls throughout the project lifecycle

* Establish and maintain long term strategies, policies, goals, plans, and procedures for the Program Delivery teams

* Develop and manage ongoing strategic project prioritization across the BFS IT organization with quarterly prioritization reviews with the Leadership Team

* Drive measurable operational excellence improvements in key process areas including project and portfolio management and delivery, business requirements and scope definition, acquisition integrations and testing

* Develop executive-level relationships with key members of the leadership team and collaborate in identifying, planning, development, and implementation of systems that will support future vision of the company

* Implement PPM, ALM, QC tools for automated, real-time capabilities and establish standard delivery methodology for delivering program goals (e.g. agile, waterfall, iterative) via version control, defect management, knowledge repository, and team collaboration

* Accountable for managing the Program Delivery departments financials and ensuring alignment among the Annual Operating Plan, Forecasts, and ongoing departmental P&L actuals.

* Utilize strong Project Management methodologies to drive on-time, on-scope delivery of IT initiatives and systems solutions critical to BFSs agile and digital transformations

* Establish and provide clear communication to executive leadership to include reporting, forecasting, strategic roadmaps, risk assessments, and stakeholder expectation management

* Partner with Enterprise PMO leadership to provide complete transparency to program costs, schedules, priorities, quality and risks

* Perform and report on ongoing assessment of IT Program Delivery capabilities and performance

**SUPERVISORY RESPONSIBILITIES**

* Manage IT PMO, IT Project Portfolio, BA, QA/QC

* Supervise PM, BA, and QA/QC teams

* Builds a positive, responsive, and customer-focused project delivery culture

* Supervises assigned employees including staff selection and training; planning, assigning and directing work; conducting performance reviews; rewarding and disciplining employees; addressing complaints and resolving problems

* Provide leadership and guidance to coach, motivate, and lead team members to their optimum performance levels and career development

**MINIMUM REQUIREMENTS**

*To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.*

* Bachelor's or 4-year degree from an accredited college or university in a relevant field

* 8-10 years of delivery leadership of complex projects is required

* Must have proven experience in leading large system integration efforts through completion

* Previous experience with managing direct reports; reporting directly to VP or C-level executive

* Experience in managing global delivery team is a strong plus

* Must have strong project management, technical and organizational skills

* Ability to communicate complex technical concepts to non-technical audiences

* PMP Certification a plus

* Agile certification and Agile project management is a strong plus

* ITIL Certification(s) preferable

**COMPETENCIES**
