The Community Colleges of Spokane is seeking a highly motivated and qualified individual for the position of Institutional Research Associate in the DIST Institutional Research & Grants Department.
JOB SUMMARY
Under general supervision of the Lead Data Analyst in the Office of Staff and Strategy, the Associate provides leadership and oversees district institutional research efforts related to the collection, interpretation and use of institutional data to support planning, policy formulation, and decision making. The associate also conducts institutional research projects and assists in the analysis and interpretation of institutional data in support of mission fulfillment and manages the submission of required state and federal compliance reports.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES
Research:
  • Conduct research projects and data analyses in support of the district's institutional research activities including collecting, analyzing, interpreting, and reporting to support district administration decision-making. *
  • Provide analytical support for strategic planning, marketing, enrollment management, staffing, grants and contracts, institutional effectiveness, and special projects. *
  • Perform environmental scanning to keep current with local and national trends that affect the Community Colleges of Spokane's (CCS) mission and educational offerings.
  • Design sound research methodology to conduct research studies *
  • Develop and administer surveys; compile, analyze and summarize survey data. *
Reporting:
  • Prepare written reports and oral presentations on research findings to internal and external groups. *
  • Develop reporting solutions that are both automated and sustainable (i.e., well-documented and easy to maintain). *
  • Implement automated tools that collect, aggregate, and disseminate data and metrics to various groups within the organization and outside the organization. *
Data:
  • Extract (using SQL Server Management Studio (SSMS) and T-SQL) and analyze (using statistical software such as SPSS and Stata) data from CCS databases, and the State Board for Community and Technical Colleges (SBCTC) data warehouses for use in research projects and report generation. *
  • Work collaboratively with District Information Systems to implement new technologies related to gathering and analyzing data from administrative systems; develop and implement management information procedures. *
Miscellaneous:
  • Participate in district-wide committees and work teams for the purposes of planning and assessment. *
  • Model professional decorum and mutual respect in all personal interactions. *
  • Complies with district policy, procedures and directives, state and federal regulations, orders and statute and collective bargaining agreements. *
  • Support and advance the CCS strategic plan, and perform other duties as assigned. *

MINIMUM QUALIFICATIONS
  • Bachelor's degree from an accredited institution, including college-level course work in statistics, research methodology, and/or information science. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.

  • Ability to present and explain difficult, complicated concepts both verbally and in written form.

PREFERRED COMPETENCIES (DESIRED QUALIFICATIONS)
  • Master's degree or higher from an accredited institution in a related field of study.
  • One (1) or more years of experience in conducting research and analyzing data.
  • Experience with administrative computing systems in support of functions common to institutions of higher education (e.g., admissions, registration, financial aid, transcripts, etc.).
  • Experience in conducting predictive analytics.
  • Industry recognized certifications for Tableau and/or SQL.
  • Fluency with State Board for Community and Technical Colleges state-wide data management systems and data warehouses.
CONDITIONS/TERMS OF EMPLOYMENT

TOTAL COMPENSATION WITH BENEFITS : $83,295 - $92,835.

Total compensation is an estimate based upon adding the following amounts together:
  • Base compensation of $61,737 - $69,790, plus
  • Current employer-paid health and related benefit contribution rates, plus
  • Median retirement fund contributions.
The actual total will vary depending upon each employee's enrollment choices.
Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. An offer of employment will not carry with it any responsibility or obligation on the part of the district to sponsor an H1-B visa. In addition, the Community Colleges of Spokane maintains a drug-free work environment and prohibits all smoking in the college buildings and state-owned vehicles. Must be able to successfully work in and promote a multicultural work and education environment.
Prior to a new hire, a background check including criminal record history will be conducted. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position. Once an applicant is chosen for a position, they are required to complete and submit a declaration regarding sexual misconduct and investigation per state law.
PHYSICAL REQUIREMENTS

CONDITIONS OF EMPLOYMENT
  • Contract 12-month position.
  • This position is overtime eligible.
  • Ability to travel locally as well as occasional out-of-town travel. If using personal vehicle proof of driver's license and car insurance is required.

This is a contracted, exempt management position. Medical, dental life and long term disability insurance benefits are provided as currently administered under the ; TIAA-Cref retirement plan. Vacation leave accrues at the rate of 14.67 hours per month (22 days per year) and sick leave accrues at the rate of one (1) day per month, effective upon employment.
