Opportunity@Work’s Policy team is focused on using the power of policy to rewire the labor market so that STARs, workers who are skilled through alternative routes instead of a bachelor’s degree, have equitable opportunities. We strive to make this the last generation of workers to experience the systemic inequities that impede STARs’ economic mobility.
This month, we launched the STARs Public Sector Hub (Hub), an adaptable, digital platform and ongoing learning network that supports government leaders–at the federal, state, and local levels–to access the core capabilities that will support them to source and hire STARs, activate policy change for STARs, and develop regional, STAR-inclusive economic strategies. Working closely with partners, the Hub will deliver a set of services that will equip public sector leaders to tear the paper ceiling and leverage the capabilities of STARs to meet their current and future workforce challenges. 
The Director of the STARs Public Sector Hub will be the policy team leader accountable for building and operationalizing an effective, responsive and dynamic Hub that meets our public sector partner needs. The Director will work closely with the Vice President of STARs Policy and other members of the Policy team to oversee the day-to-day management of the Hub consistent with our organization’s strategy and goals. This will include working across Opportunity@Work teams as well as with an expanding set of external partners. The Director will take great care to support the evolution of the Hub as both a resource and a community of government leaders at different levels of government, with different types of needs, and from different contexts. 
This role is right for candidates who have worked in civic design and/or led technical assistance programming or policy implementation efforts at the federal, state or local level and who believe deeply in collaborative governance. The ideal candidate has experience with the workforce system and has worked in the public sector but we welcome any candidates who have insight into the challenges and opportunities of making change through policy and public administration. 
This person will report to the Vice President, STARs Policy and will be based in Washington, DC.
Key Responsibilities
The Public Sector Hub launched in May 2024, and is still in its early stages. The Hub Director is responsible for shepherding this initiative through design, development, and continuous improvement. This means the Director will: 
  • Build a strategy for the STARs Public Sector Hub to gain members and increase impact of STAR hiring in the public sector 
  • Supervise the build out and day-to-day operations of the Hub, including the customer and partner experience
  • Develop innovative partnerships that bring complementary and needed expertise to the Hub
  • Support the continuous development of the Hub’s agenda and offerings through member engagement 
  • Establish, implement, and report on success metrics for the Hub
  • Optimize the Hub’s processes, tools, operations, and communications for efficiency and scale 
  • Build the team’s subject matter expertise in policy areas that address challenges and opportunities for STARs, employers, and the workforce development field 
  • Support the building of capacity in policy/public sector innovation capabilities across Opportunity@Work
  • Supervise a team and collaborate with functions across the organization including marketing, development and product teams. 
Skills, Knowledge and Expertise
  • 8 years of progressively responsible, relevant experience in coordinating and leading collaborative efforts in one or more of the following areas: policy or program management, strategic planning, and/or technical assistance and implementation
  • 5 years experience as a people leader with a demonstrated commitment to empowering and developing colleagues to drive professional development and business success
  • Strong organizational skills that reflect an ability to perform and prioritize multiple tasks, balancing an understanding of the big picture with excellent attention to detail
  • Demonstrated creative and proactive approaches to problem-solving with the ability to synthesize a variety of formal and informal inputs and data to make sound decisions
  • Ability to guide teams through complexity and ambiguity to meet shared goals
  • Strong relationship builder who can effectively collaborate with, and influence a variety of stakeholders, including staff, executive leadership, partners, and donors
  • Up to 15% travel required
Preferred ExperienceLived experience as a STAR (Skilled Through Alternative Routes instead of a bachelor’s degree), or direct experience working with STARs
  • Understanding of the workforce system 
  • Experience working in the public sector 
  • Experience implementing civic design, technical assistance programming or policy at the federal, state, or local level 
  • Commitment to engaging STAR voices in our work and decision making. (Familiarity with collaborative governance a plus)
