This announcement will be used to fill a classified position located at the Idaho Department of Lands (IDL) in Boise, ID or Coeur d'Alene, ID. This position may provide support to multiple agencies.Responsibilities: Consulting with and advises employees and/or management on human resource matters Conducting in-depth interviews and research in a variety of HR areas, reports findings and makes recommendations to management Completing job analysis, identifying classes of work and job requirements, develops job descriptions, or recommends appropriate classification Assisting in the development and implementation of the recruitment process: reviewing and generating job descriptions, posting announcements, managing the hiring process, providing information on career opportunities and guidance to hiring managers on selection practices Recommending personnel policy and procedure changes and updates Reviews personnel actions and employment activities for compliance with federal, state and agency rules, policies and procedures Determining eligibility and administers benefits Coordinating, conducting and facilitating employee orientation and other human resource training Performing or overseeing preparation and submittal of personnel, payroll and benefits documents May process payroll and perform related functionsDistinguishing Characteristics:This is the second level in the Human Resource job family. At this level incumbents operate independently with routine practices, make recommendations for process changes, and consult with HR leadership regarding complex issues outside of standard procedures.Minimum Qualifications:Some knowledge of: Human resource administrationTypically gained through successful completion of at least two (2) courses in Human Resource Administration, certifications, or a closely related field; OR at least six (6) months of experience providing human resource guidance or consultation on policies and procedures in one or more of the following areas: recruiting, job analysis and classification, performance management concepts, and salary administration.
