The following are the duties of this position at the full working level.
  • Evaluates the full spectrum of informational problems encountered in communicating program goals. Advises on and recommends specific information strategies designed to address these problems. Analyzes information needs in terms of internal and external customers and provides advice on program information problems.
  • Independently analyzes, revises, and/or rewrites communications materials to improve written presentation in terms of logical development of ideas and concepts, the reading and knowledge level of the intended audience, the method of expression, and the overall quality of writing. The incumbent tailors the material to meet the requirements of the specialized audience. Deletes words or phrases which may antagonize or
offend the reader or group of readers.
  • Analyzes data, draws conclusions, and makes recommendations for improving effectiveness of key agency communication initiatives.
  • Recognizes the full range of needs, wants, business conduct, and key issues and concerns of customers and provides appropriate communications solutions.
  • Provides seasoned consultation or offers expertise to create, design, and produce effective communications solutions

  • Telework Eligible Positions: Telework eligible positions do not guarantee telework.   • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Basic RequirementIn addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: GS Specialized Experience:GS-13 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience with communication and media relations principles, practices, and techniques to develop and implement approaches to convey information (e.g., public, internal, etc.) on complex tax issues; experience with building working relationships with media representatives; Experience educating and influencing target audiences and/or program changes for acceptance or rejection (e.g., information materials, congressional annual reports, speech writing, etc.), analyze contradictory information; Experience summarizing recommendations in plain language.
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
