BENEFITSTHE POSITION
Under general direction of the Harbor Operations Manager, supervises, assigns and reviews the work of staff responsible for harbor patrol services including rescue, law enforcement, firefighting, lifesaving, medical response, and public assistance. Participates in the administration and supervisory oversight of the Harbor Operations Division relative to public safety matters pertaining to the Harbor Patrol services, personnel and enforcement procedures. Recommends and assists in the implementation of goals and objectives; implements approved policies and procedures. Establishes schedules and methods for providing harbor patrol services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly. Operates a harbor patrol boat, performs tows, rescues, and patrols; responds to medical emergencies and provides immediate care. Operates a fire boat, extinguishes fires, pumps water out of sinking boats, rescues victims as needed. Responds to citizen inquires and complaints, analyzes problems, recommends and implements solutions. Conducts investigations and prepares reports on accidents, crimes, and related events on the waterfront. Coordinates staff training; works with employees to correct deficiencies; Prepares Harbor Patrol Officer evaluations. Conducts personnel investigations and implements discipline procedures. Participates in the preparation and administration of the Harbor Patrol budget; submits budget recommendations; monitors expenditures. Prepares analytical and statistical reports on operations and activities. Assists the Harbor Operations Manager in developing policies, procedures, and programs for the Operations Division of the Waterfront Department. May make presentations to the Harbor Commission and/or City Council. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of harbor patrol. In coordination with the Harbor Operations Manager, helps locate, secure and utilize grant monies. Performs related duties and responsibilities as required.
Knowledge of: Operations, services and activities of a Harbor Patrol program. Principles of supervision, training and performance evaluation. Emergency operations and shut-offs for waterfront facilities. Harbor regulations and policies. Methods and techniques of boat operation and towing. Principles and procedures of record keeping. Pertinent federal, state, and local laws, codes, policies, and regulations.
Skill in: Vessel operations, EMT and firefighting procedures, and swimming in the ocean to rescue the public.
Ability to: Supervise, organize, and review the work of staff. Select, supervise, train and evaluate staff. Interpret and explain City policies and procedures. Operate a wide variety of harbor equipment. Remain calm and perform the duties of incident commander in emergency situations. Prepare clear and concise reports. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relations with those contacted in the course of work including City officials and the general public. Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
License or Certificate Requirements: Must possess a valid California Driver's License at the time of appointment. Incumbent must possess the following:
  • Possession of, or ability to obtain, an appropriate, valid driver's license.
  • Possession of, or ability to obtain, an appropriate, valid CPR, Lifeguarding, and California Emergency Medical Technician Certificate.
  • Possession of, or ability to obtain, an appropriate, valid PC 832 Peace Officer Training certificate from the State of California.
  • Possession of , or ability to obtain, an appropriate, valid certificate for the completion of an entire training series sponsored by the Department of Boating and Waterways or equivalent institution, including Basic Maritime Officers Course, BUI, Marine Firefighting, Boating Skills, Rescue Boat Operations, and Boating Accident Investigation.
  • Possession of, or ability to obtain, an appropriate, valid Merchant Marine Officer’s License (Master or Operator of Uninspected Passenger Vessel) from the United States Coast Guard.
