JOB SUMMARY

Coordinate and conduct a variety of professional electrical engineering services on behalf of the City's Electric Utility Department. Responsibilities includes the planning, design, and coordination relating to the electric distribution systems, electric substations, overhead and underground distribution lines, protection systems, Supervisory Control systems (SCADA), Distribution Management Systems (DMS), Outage Management Systems (OMS), street lighting, and other electric system facilities for the City of San Marcos. Other primary responsibilities will be serving as resident technical expert for the City's electric utility grid and be responsible for executing electric power system studies, including analysis of power flow, voltage drop, short circuit studies, protective device coordination studies, transient stability studies, harmonic studies, and reliability analysis.
ESSENTIAL FUNCTIONS AND DECISION MAKING

ESSENTIAL FUNCTIONS
  1. Provide Electrical Engineering Services to ensure private development and public infrastructure is designed and constructed in conformance with the City of San Marcos requirements.
  2. Performs engineering analysis and design in support of projects being performed to improve the electric utility systems.
  3. Conduct and manage electric utility system studies such as load-flow, short circuit, relay protection, arc-flash, and economic studies related to electric utility system improvement projects.
  4. Prepares and reviews standards, design procedures, and equipment specifications.
  5. Responsible for maintenance of system one-lines, substation drawings, and associated drawings and documentation.
  6. Oversight of system protection coordination, fault studies, load flows, service reliability and power quality.
  7. Contribute to the development and implementation of equipment maintenance and system operations procedures and standard as it relates to the electrical grid.
  8. Accountable for the maintenance, programming, and improvement of the electric utility SCADA system including communications components.
  9. Provide engineering solutions to a diverse range of moderately complex electric utility system issues and/or problems.
  10. Develop detailed engineering designs and construction packages for electric utility system equipment upgrade and replacement projects.
  11. Assist in providing technical and financial inputs for projects in the electric utility budget.
  12. Identify projects for replacement of old electrical systems through coordination and review with operations and maintenance staff and through evaluation of impacts associated with new developments.
  13. Prepares cost estimates, engineering reports, and presentations.
  14. Assist utility customers, developers, and other City departments on technical matters relevant to electric utility services.
  15. Other duties as assigned.
DECISION MAKING
This position works under the general supervision of the Electrical Engineering Service Manager
MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications)

MINIMUM REQUIREMENTS
  1. Bachelor's Degree in Electrical Engineering is required.
  2. Seven (7) years directly related experience is required.
  3. Registered as a Professional Engineer in the State of Texas. -
  4. Must possess a valid Texas Driver's License with an acceptable driving record.

PREFERRED QUALIFICATIONS
  1. Experience with and working knowledge of Milsoft Windmill, ETAP and Light Table Distribution Analysis.
  2. Good working knowledge of AutoCAD. Familiarity with ESRI ArcGIS.
  3. Strong coursework in power system engineering
  4. General knowledge of NESC and NEC.

  1. Must be able to read/comprehend municipal codes, reference manuals, construction plans, specifications, work orders, and other related engineering documentation.
  2. Effective verbal and written communication skills are required; must be able to maintain positive working relationships with City departments and personnel, outside agencies, developers, contractors, and the general public
  3. This position may be required to work more than 40 hours per week and may require serving in an "on call" rotation.
PHYSICAL DEMANDS AND WORKING CONDITIONS
Physical requirements include lifting up to 30 pounds rarely. Subject to sitting frequently; handling, fine dexterity, vision, hearing and talking constantly; standing, walking and foot controls occasionally; lifting, carrying, pushing/pulling, reaching, kneeling, crouching, crawling, bending, twisting, climbing, and balancing.
Working conditions involves exposure to variable and/or extreme weather conditions, vehicle traffic, heavy equipment, general construction hazards, and high voltage electrical currents when conducting field work.
