The Position

Portland is seeking an Urban Freight Coordinator III, to join the Complete Street Team in the PBOT Planning Division, who will serve as the bureau’s expert and advisor on freight issues for City Council, PBOT staff, other city bureaus, partner agencies and community members. The position will be involved in efforts from policy development to project implementation, will serve as an internal advisor on implementation of the City’s 2040Freight Plan, completion of the city’s freight infrastructure network and on freight-related street design in an urban setting.
The Urban Freight Coordinator will work to advance freight issues along with broad city goals in support of a vibrant economy that facilitate better movement of goods while reducing carbon emissions and addressing structural racism. Portland’s freight initiatives will support Portland’s thriving centers and main streets while ensuring streets are safe for everyone, provide transportation options for a growing city, and deliver smart investments to maintain and develop an equitable and sustainable transportation system.
The position will monitor freight-related planning activities, seek funding for freight efforts, review design and construction plans capital projects, staff the Portland Freight Committee, and respond to inquiries from Portlanders on freight-related issues.
Some Key Job Components Are The Following
  • Planning: advance policies and actions in the 2040Freight Plan
  • Street Design: complete streets, freight-oriented design practices
  • Programs: freight quick build projects, micro-freight initiatives, and pilot projects (e.g. Downtown Zero Emission Delivery Zone pilot)
  • Engagement: liaison for the Portland Freight Committee and regional partners
  • Funding: identify funding opportunities: e.g. Regional or state funds
  • Regulatory: city fleet regulations (e.g. side guard retrofits)
Qualifications and Responsibilities:An ideal candidate will have excellent collaboration, coordination and outreach skills as well as a proven track record of freight-related work from policy development, to street design, and to project implementation. Strong communication and experience as an expert in the field is highly desired.

QualificationsApplicants should specifically address and demonstrate in their résumé and answers to supplemental questions how their education, training, and/or experience meet each of the following minimum qualifications:1. Experience planning for urban goods movement and freight system completion while
balancing the broader multimodal demands on city streets.
  • Experience managing projects including creating/overseeing detailed project scopes &
timelines and applying an equity lens
  • Experience facilitating public outreach to a variety of diverse internal and external partners
regarding timelines, project needs, and the ability communicate technical information
to a non-technical audience.
  • Knowledge of freight industry best practices and innovations and apply them to creating a
more sustainable, effective urban delivery and freight system in Portland.
  • Ability to represent the bureau on freight issues and weigh broad multimodal tradeoffs and
present a complete streets perspective to policymakers
