This is supervisory technical procurement work within the City's central procurement agency or at the Department of Aviation. An employee in this class plans, evaluates and reviews the work of procurement specialists engaged in developing purchasing specifications and standards and purchasing an assigned group of commodities or services; performing long-range purchase planning and analysis; and/or reviewing and awarding public construction and concession contracts, or developing, modifying, monitoring contract processing procedures and professional services for the Department of Aviation. An employee in this class assigns a group of general commodities or public works construction contracts to specialists. Work includes reviewing staff performance and activities for conformance to appropriate procurement and purchasing practices, determining training and development needs, and resolving a variety of purchasing and procurement problems. Interacting with governmental officials, vendors, contractors, and the general public is a significant aspect of the work. Work is performed under the general supervision of a technical and administrative superior.

Minimum Requirements
Minimum Training, Education & Experience

The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.
ANTICIPATED ELIGIBILITY
Candidates who meet all eligibility requirements within 6 months of the application deadline (November 10, 2024) will be admitted to this examination. Successful candidates will be placed on the eligible list but may not be hired or promoted until all requirements have been satisfied.
OPTION 1: 1 . CIVIL SERVICE STATUS: Presently employed by the City of Philadelphia with permanent Civil Service status and a Performance Rating of Satisfactory or higher.
AND
2 . Education
Completion of a bachelor's degree program at an accredited college or university.
AND
3 . GENERAL EXPERIENCE:
Two years of purchasing experience.
AND
4 . SPECIFIC EXPERIENCE:
Two years of full level performance purchasing experience in a centralized purchasing system or Airport analyzing buying requirements and resolving procurement related issues for general commodities or processing public work contracts and performing long-range purchase planning and analysis for construction and concession contracts.
NOTE: Additional experience may substitute for the education requirement on a year for year basis.
OPTION 2: 1 . CIVIL SERVICE STATUS: Presently employed by the City of Philadelphia with permanent Civil Service status and a Performance Rating of Satisfactory or higher.
2. . EDUCATION
Education equivalent to completion of the twelfth school grade.
AND
3. . GENERAL EXPERIENCE:
Two years of contracting experience as a Departmental Procurement Specialist or three years of contracting experience as a Contract Clerk.
AND
4 . SPECIFIC EXPERIENCE:
Two years of full level performance purchasing experience in the centralized purchasing agency or Airport analyzing buying requirements and resolving procurement related issues for general commodities or processing public work contracts and performing long-range purchase planning and analysis for construction and concession contracts.
NOTE: Certification from an industry accepted supply chain management/purchasing professional association may substitute for one year of the education requirement or the general experience requirements for both options to qualify.
NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions.
In accordance with Civil Service Regulation 11.032 - Selective Factor Certification - the appointing authority may request certification of eligible candidates with the required experience to fill specific positions in this class. Certification to fill such position will be made from of the highest ranking eligible candidates on the eligible list who possess the specified experience.

CITY-WIDE PROMOTIONAL
: Departmental and interdepartmental promotional eligible lists will be established as a result of this examination. An appointment in any department may be made from either one of the above-established promotional lists as deemed appropriate by the appointing authority.

Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.
PREFERENCE FOR PHILADELPHIA RESIDENTS:
Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other persons receiving an identical test score. If you have maintained a bona fide residence in Philadelphia for at least one year immediately preceding 06/3/2024 , you are eligible to claim residency preference.
To receive such preference, candidates must respond to the question regarding residence later in this form.
The response on this application will be used to determine eligibility for preference for residents. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements.
If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference. Eligibility for residence preference must be determined by the date of the test administration. No requests for residence preference will be granted after the test administration.

TRAINING AND EXPERIENCE EVALUATION:
Applicants will be evaluated and scored based upon their training and experience credentials. Applicants will not be asked to appear to take a scheduled examination.
Scores in the Training and Experience Evaluation will be based on documentation of education and experience provided by the candidate. To receive full credit for your education and experience, you should submit all relevant documentation including college transcripts, licenses, certifications, paid out of class documentation, etc. and provide a detailed description of your education, experience, and credentials.
IF AN ORAL EXAMINATION IS HELD: This examination will be scheduled for the week of May 27, 2024. Please note that this examination date is subject to change. Candidates must have access to a desktop computer, laptop, with internet access. If you do not have internet access please contact the analyst listed on this announcement.
Virtual Testing May Be Utilized For This Examination
Candidates taking an oral examination may have their responses rated in person by a panel of Subject Matter Experts on the date of the examination, or have their responses recorded on the date of the examination and rated by Subject Matter Experts at a later date. Test Review

IF A TRAINING AND EXPERIENCE EVALUATION IS HELD: In accordance with Civil Service Regulation 9.091D, candidates may review their answer sheets and other test papers to determine if they have been scored correctly or if there has been an irregularity in the administration of the examination. Candidates will have 30 days after the results have been mailed to review their test and to file a written appeal. Call 215 686-0880 if you wish to schedule a test review.
IF AN ORAL EXAMINATION IS HELD: In accordance with Civil Service Regulation 9.091B, candidates will have 30 days after the results have been mailed to review their test and to file appeals. In accordance with Civil Service Regulation 9.11, only candidates who have failed the oral examination may appeal to the Civil Service Commission upon the grounds of irregularity, bias, or fraud in the conduct of the oral test. Issues related to the suitability or adequacy of point scores awarded to passers are not appealable to the Commission. Call 215-686-0880 if you wish to schedule a Test Review.
