The Goodyear Police Criminal Investigations Division is seeking highly capable and motivated detectives willing to work both individually and within a team environment as a detective investigating cases in the PCU, SVU, or MCU. Task Force assignment may be possible. The position requires at least three (3) years as a detective in a law enforcement agency. Be able and willing to respond after normal duty hours, on weekend, and holidays. Must possess sound knowledge of Arizona criminal statues (Title 13) and their proper application and contemporary search and seizure law and arrest procedures. Aptitude for good communication with suspects, convicts, victims, witnesses, other citizens, direct supervisors, and Command Staff. Excellent interview and interrogation skills are a must and exemplify the highest ethical standards. This position will receive specialty pay in accordance with City of Goodyear Administrative Guidelines and the current Memorandum of Understanding.
Eligibility requirements are AZPOST certified officer in good standing with a minimum of five (5) years of experience as a full-time police officer in sworn service. Upon successful completion of a modified Field Training Program in the Patrol Division, which is tailored to lateral officers, candidates will be assigned directly to the unit within CID for which they applied and are deemed best suited, based on their experience.
City of Goodyear definitions:
  • Property Crimes Unit (PCU) investigates all property crimes, including burglaries, vehicle burglaries, theft, organized retail theft, shoplifting, fraud/financial crimes, identity theft, auto theft, and cyber crimes.
  • Special Victims Unit (SVU) investigates all sex crimes, child abuse cases, missing juvenile cases, custodial interference cases, and assists with child fatality investigations.
  • Major Crimes Unit (MCU) investigates homicides, suspicious deaths, robberies, violent crimes against persons, felony assaults, domestic violence, and missing adult cases.
The ideal candidate with have advanced interview and interrogation training, forensic child interview certification, and forensic photography training. Detective experience investigation property crimes, fraud and financial crimes, all sex crimes, all child abuse crimes, robbery, homicide, and suspicious deaths experience is ideal. Previous experience with Maricopa County electronic search warrant access is also desired. The successful candidate will have excellent report writing skills, time management, and ability to manage an active case load. Experience or familiarity with the following is also desired: TLO, NCIC, JWI, LINX, CLEAR, criminal history inquiries, Face Expert, and Flock.

POLICE OFFICER PROCESSING PROCEDURES: ORAL BOARD PANEL INTERVIEW All applicants passing the physical agility testing will be interviewed and evaluated by an interview panel made up of, but not limited to, officers and employees of the police department. Applicants will be graded on their problem-solving abilities, interpersonal and communication skills, demeanor, and appearance.

BACKGROUND INVESTIGATION After successful completion of the oral interview, applicants continuing in the process will be given a background packet to initiate the extensive background investigation.
POLYGRAPH EXAMINATION After successful completion of the background investigation, applicants will be given a polygraph examination administered by a qualified, state-licensed police polygraph examiner. The examination will cover criminal activity, drug usage, truthfulness, integrity and employment history.

PSYCHOLOGICAL EVALUATION The psychological evaluation consists of two parts: a series of written tests and an interview with a certified psychologist.
CONTROLLED SUBSTANCE SCREENING AND MEDICAL EVALUATION Applicants will be required to submit to a controlled substance screening and medical examination.
*Minus taxes and should new hire resign within 12 months of hire, the signing bonus received will be refunded to the city by deduction from your final pay checks.

Essential Functions
This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.
  • Conducts investigations by reading reports and following up on investigative leads and suspects, conducting taped interviews of all persons involved, making arrests, writing and serving search warrants, conducting forensic interviews, arranging for medical exams, gathering intelligence, performing surveillance and investigating hazardous materials incidents.
  • Develops and maintains case files and other files by documenting all pertinent information in chronological order, maintaining a working file on active cases, maintaining orderly files of all cases submitted to the county and city attorney, maintaining an active role until case is adjudicated, maintaining personnel statistics, collating statistics for task force, and maintaining accurate records of expenditure funds.
  • Prepares cases for prosecution by conducting follow up and supplementing reports, conducting interviews on all persons involved, obtaining any additional supporting documents required, conducting criminal background investigation on suspects and leads, coordinating with prosecuting attorneys and testifying in court.
  • Performs other duties by working closely and communicating with other agencies, exchanging information, attending meetings and training with local agencies, attending training seminars, and keeping abreast of all current laws and statutes.
  • May perform as county attorney/court liaison by working with the county attorney's office, filing cases, following up with county attorney, going before the courts for signature on complaints, and testifying before the Grand Jury.
  • May perform as property room liaison by ensuring evidence is packaged correctly, transporting evidence to and from crime lab, and transporting evidence to and from the police property room.
Requirements
  • Formal Education/Knowledge: Work requires knowledge necessary to understand basic operational, technical, or office processes. High school diploma or equivalent is required.
  • Experience: Over three years experience as a Patrol Officer.
  • Certifications and Other Requirements: Valid Arizona Operator's Driver's License, Arizona Peace Officer Standards and training Certification (AZ POST), and certified for CPR and First Aid. Must be able to pass a pulmonary function test.
  • Reading: Work requires the ability to read general correspondence, memorandums, letters, legal documents, and reports.
  • Math: Work requires the ability to perform algebra and general math calculations such as addition, subtraction, multiplication and division.
  • Writing: Work requires the ability to write general correspondence, letters, citations, and police reports.
  • Managerial: Managerial responsibilities include regulating caseloads and course schedules. Most officers are responsible for managing a specialty area, such as code enforcement, alarm ordinance, gang member tracking, etc.
  • Budget Responsibility: The employee prepares documents and does research to justify language used in documents for a unit of a department and may recommend budget allocations.
  • Complexity: Work involves choices of action within limits set by standard practices and procedures. Professional judgment is required to apply the proper course of action.
  • Interpersonal/Human Relations Skills: The employee(s) in this position contact others within the organization. These contacts may involve similar work units or departments within the City which may be involved in decision making or providing approval or decision making authority for purchases or projects. In addition, these employees work with individuals outside the City who may belong to professional or peer organizations. Working with various state and federal agencies may also be required of the employee. Vendors and suppliers may also be called upon for information on purchases, supplies or products. Meetings and discussions may be conducted with customers, brokers and sales representatives.
12 Month Objectives

Successfully complete a minimum of nine-week Field Training Program, which consists of demonstrating the ability to:

  • Write clear, concise, and accurate reports as evidenced by supervisory review and approval.
  • Learn the geography of the City of Goodyear by displaying an efficient response to calls for service.
  • Learn and interpret laws, department policies and procedures, and City plicies, together with the ability to use good judgment in its application as demonstrated in report writing and in citizen contact.
  • Develop skill and display proficiency in the use of firearms as evidenced through training exercises.
  • Deal with the public in a professional and community-oriented manner.
  • Recollect names, faces and details on incidents in order to testify effectively in a court of law.
  • Analyze situations and adopt a quick, effective and reasonable course of action under stressful situations as displayed in practical and training exercises.
  • Issue appropriate parking, traffic, and criminal citations as demonstrated by properly completing the citations.
  • Work effectively with fellow employees and supervisors by practicing good communication, support, and teamwork.
  • Maintain a clean and pressed uniform as well as high standard of personal hygiene, as directed by department policy.
  • Operate police vehicles in a safe, efficient manner by having no accidents, and practicing good driving habits.
  • Successfully complete expectations of a police officer and Detective at 3-month, 6-month, and 12-month reviews.
